The Global Green Growth Institute (GGGI) was established as an intergovernmental organization to promote a model of economic growth known as “green growth”. The green growth model integrates variables measuring economic growth, environmental sustainability, poverty reduction and social inclusion. GGGI envisions a resilient world achieved through strong, inclusive, and sustainable green growth, and is dedicated to supporting the transition of GGGI Member countries towards a green growth model. In pursuit of these goals, GGGI aims to design and deliver programs and services that enable new pathways for pro-poor economic growth.

Since its establishment in 2013, GGGI has supported the government of Mexico to develop the National Climate Change Strategy and the Special Climate Change Program. Over the last decade, GGGI has consolidated its role as a trusted advisor to Mexico’s federal and subnational governments, actively working with key counterparts to establish a solid foundation for green growth in the country. In recent years, GGGI has partnered with the Ministry of Finance and Public Credit (SHCP) and the Green Climate Fund (GCF), as well as with the United Kingdom through its UKPACT program, to improve the architecture of climate finance in the country and improve Mexico’s access to climate resources by preparing local financial institutions, highlighting the role of development banking, to access GCF funds.

GGGI Mexico has a growing portfolio of programs managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use as well as the cross-cutting areas of climate change and socially inclusive development, all of which contribute significantly to the potential for achieving green growth in Mexico.

Following these thematic areas, GGGI Mexico requires technical support for the development of a Roadmap for the Implementation of the NDC, in its mitigation component, that will be the basis to define the strategy of the for the Government of Mexico and the Ministry of Environment and Natural Resources (SEMARNAT) for the achievement of the goals set forth in the updated NDC presented at COP 27 in 2022.

To this end, GGGI seeks technical support to collect and analyze all the information and studies that the Government of Mexico has previously developed to guide the implementation of the mitigation component of the NDC, such as the NDC implementation pathways for the mitigation of greenhouse gases and compounds and the estimation of costs and benefits associated with the implementation of the NDC, both developed by the National Institute of Ecology and Climate Change (INECC, as per its acronym in Spanish) in 2018 and 2021 respectively. As well as technical inputs generated by other organizations such as Mexico Climate Initiative (ICM, as per its acronym in Spanish).

Also, within this context, an independent mitigation consultant is needed to support GGGI Mexico in technical discussions with government and other key stakeholders, and for the organization of regional workshops, in which the main needs and projects with the greatest mitigation potential and maturity level to be implemented in the short and medium term will be identified and discussed.

Develop technical inputs to prioritize Mexican mitigation projects from IPPU and Energy sectors (Transport, Power Generation, O&G, and Residential & Commercial), and identify and compile other viable actions, technically and economically, that will allow Mexico to achieve the objective of reducing GHG emissions by 35% with respect to the 2013 baseline, by the year 2030.

Such elements will contribute to the development of the mitigation component of the Roadmap for the Implementation of Mexico’s Nationally Determined Contribution to be presented at COP28 in December 2023.

The consultancy must carry out at least the following activities:

1. Review the NDC mitigation pathways of the sectors: 1) Chemical, petrochemical, food and beverage, non-ferrous metallurgical, glass, paper and automotive industries; 2) Cement, steel, lime, sugar, mining and F-gases industries (Combustion and industrial processes); 3) Oil and Gas; and 4) Transport.
2. Analysis of the technical reports “Costs of the Nationally Determined Contributions of Mexico. Unconditional Sectoral Measures” and the “Estimation of costs and benefits associated with the implementation of mitigation actions for the fulfillment of the emission reduction objectives committed in the Paris Agreement” developed by INECC for the selected sectors.
3. Review and assess information from other efforts focused on providing roadmaps, guidelines, or plans for the implementation of Mexico’s NDC from Civil Society Organizations (CSOs), think tanks, or academic institutions.
4. Identify and analyze other relevant information related to the activities of the intervention project proposed by SEMARNAT and GGGI Mexico with the potential to contribute to the roadmap mitigation component.
5. Synthesize reviewed literature information to propose a detailed roadmap for the implementations of Mexico’s NDC. The roadmap shall include mitigation potential (annual and accumulated), means of implementation, associated costs of implementation (direct and indirect), involved stakeholders and their roles, technologies to be used, key performance indicators, and timeline. Assisted by the mitigation consultant position.
6. Identify legislative, economic, technological, social, and environmental barriers that might prevent the successful implementation of Mexico’s NDC mitigation goals. Provide recommendations on how to reduce negative impacts from legislative, economic, technological, social, and environmental barriers.
7. Support the organization and conduction of Regional and Institutional workshops in which the main needs and mitigation projects with the greatest potential to be implemented in the short and medium term, will be discussed. In addition, the consultant shall provide technical input, develop presentations, and provide technical and logistical support during the workshops.
8. Support the organization and conduction of socialization workshops in which the objective is to communicate the roadmap´s mitigation activities, tasks, stakeholders and their roles, and timeline to interested audiences and the identification of early implementation mitigation measures.
9. Participate and support meetings and generating technical inputs related to climate change mitigation with national and subnational governments and other relevant stakeholders.
10. Improve and adjust the Mitigation NDC Roadmap if necessary.
11. Develop technical materials for national and international fora to present Mexico’s NDC mitigation roadmap.

Deliverables

Under direct supervision of the MRV & NDC Enhancement Officer, and in close collaboration with the GGGI Mexico’s Sustainable Landscape, the consultant will develop the following deliverables by the end of the consultancy:

Deliverable 1. Workplan.

Develop one (1) detailed work plan that includes at least the following aspects:

1. Methodology, approach, phases, deadlines, and responsibilities.
2. Detailed timeline

Deliverable 2. Mexico’s NDC mitigation component summary report and Workshops’ outcomes report

Report including a synthesis of the reviewed documents, research papers, technical information, emissions pathways, economic and financial information focused on the implementation of Mexico’s NDC mitigation component for the sectors allocated to the consultant. The report must highlight the key mitigation projects/activities that could be prioritized within the NDC mitigation roadmap.

The consultant shall also include a report including the inputs (mitigation actions, implementation barriers, etc), outcomes, and agreements reached and received during the development of the series of sectoral and regional workshops. It shall also include the technical inputs, presentation materials, and data collection tools developed by the consultant to communicate the proposed implementation roadmap, along with photographic evidence and attendance lists (indicating name, position, institution, and contact information) for the selected sectors.

Deliverable 3. Mexico’s Mitigation NDC implementation roadmap

Additionally, this deliverable will include a report containing a detailed roadmap for the implementation of mitigation component of Mexico’s NDC including include mitigation potential (annual and accumulated), means of implementation, associated costs of implementation (direct and indirect), involved stakeholders and their roles, technologies to be used, key performance indicators, feasibility, political buy-in, and timeline for all sectors. The report should also include the identification of legislative, economic, technological, social, and environmental barriers that might prevent the successful implementation of Mexico’s NDC mitigation goals of prioritized mitigation actions. It shall also include recommendations on how to reduce negative impacts of the identified barriers in terms of legislation enhancement, economic incentives development, production and consumption patterns improvement, etc, for all sectors based on inputs from the mitigation consultant. This report shall include inputs received after supporting SEMARNAT and key partners in the review and improvement of the roadmap. The consultant will also include materials to be presented at COP 28 by Mexican officials.

Deliverable 4. Socialization workshops’ outcomes report and final Mexico’s Mitigation NDC implementation roadmap

A report including feedback from interested stakeholders participating in the Socialization workshops for all sectors based on inputs from the mitigation consultant. It shall also include the technical inputs, presentation materials, and data collection tools developed by the consultant to communicate the proposed implementation roadmap, along with photographic evidence and attendance lists (indicating name, position, institution, and contact information).

After review and input from SEMARNAT and selected stakeholders, the consultant shall adjust Mexico’s Mitigation NDC implementation roadmap to deliver a final validated by SEMARNAT.

PAYMENT SCHEDULE

The consultant must meet the following requirements:

• (REQUIRED) Mexican citizen or a foreign resident with a current work visa.
• (REQUIRED) Professional with a graduate degree in natural sciences (e.g. chemistry, environmental sciences, agro-sciences or equivalent); engineering (e.g., environmental engineering, chemical engineering or equivalent); or economics (e.g. energy, climate change, environmental).
• (REQUIRED) Professional experience of at least five (5) years of which three (3) years are in GHG mitigation calculation, CDM methodologies, mitigation actions proposal and assessment, economic assessment of mitigation actions, climate change policy analysis and development.
• (REQUIRED) Knowledge of climate change mitigation policy in Mexico.
• (DESIRED) Experience in statistical data analysis on the sectors covered by Mexico’s NDC.
• (DESIRED) Knowledge of the application of IPCC guidelines or equivalent.
• (DESIRED) Experiences of prior work with the Government of Mexico or subnational environmental authorities.
• (REQUIRED) Excellent writing and proposals drafting skills both in English and Spanish.
• Excellent skills in data analysis and critical thinking.
• Strong skills in assertive communication.
• Ability to produce deliverables with minimal supervision.
