OVERVIEW OF RESILIENCE LEARNING ACTIVITY
The Resilience Learning Activity (RLA) USAID Kenya, East Africa and Somalia program was fully executed effective October 1, 2019, and will be implemented through September 30, 2024.
RLA lead activities will be used to design, amplify, and highlight other USAID initiatives on resilience learning to address key knowledge gaps in the Horn of Africa, contributing to the region’s (and respective host-country mission’s) pathway to sustainability.
RLA works as the secretariat for the following four coordination platforms:
- Partnership for Resilience and Economic Growth (PREG)
- Southeastern Kenya (SEK)
- Somalia Resilience Partnership
- HoRN Resilience Coordinators Network
In addition, these platforms are used as a conduit to identify, design (where appropriate), create and amplify USAID collaboration, learning and adapting (CLA) and humanitarian, development and peace (HDP) coherence. These two macro-level USAID approaches underscore the primary activities that inform the following program activities:
- Joint Work Planning
- Sequencing, Layering and Integration
- Data for Decision Making
- Scenario Planning and Adaptive Management
JOB SUMMARY:
Maintains the corporate Management Information System (MIS) for the capture, management and analysis of monitoring and evaluation (M&E) data for the project. Responsible for MIS administration and timely data capture on field activities. In addition, the role will be responsible for database administration; capacity building of the field officers working with local facilitator organizations and oversee data collection and submission to RLA; maintaining RLA data quality standards; provide spot-checks to ensure program data meets minimum standards; support both Internal Data Quality Assessment by ACDI/VOCA & External Data Quality Assessment by USAID. The role will also be responsible for developing SOPs for all data management and analytics guides as well as supporting Data Analytics Lead with the required analysis. The position will report to MERL Manager and will be based in Nairobi with frequent travels to RLA field areas of operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide SharePoint support.
- Work with database end users to maximize the ability of the database to collect, share and report.
- To train and provide instruction to database users on how to use the database (i.e. data entry, running queries and how to generate output reports).
- In close consultation with MERL Manager, establish user privileges to enhance data integrity and consistency controls thereby protecting data from unauthorized use. The database Manager will be responsible for creating users and user access levels for each segment of the database.
- Prepare training materials for database users
- Ensure that the database is safe and secured and data back-up is always maintained
- Consolidate and collect data and enter or manage entry of data into the M&E database
- Database development and maintenance (backend)
- Provides technical and troubleshooting support to all MIS users at project level.
- Refers more complex technical MIS problems to the MIS Community of Practice and the global Systems and Technology Team, collaborating in the implementation of solutions.
- Works with project IT Specialists to ensure MIS users have maximum accessibility, including up-to-date maintenance on laptops, all necessary software and sufficient Internet connectivity.
- Advises IT and project managers on alternative means to augment connectivity for MIS users in areas where it is less reliable, such as procurement and provision of dongles or smartphones with WiFi hotspot capacity.
- Provides feedback to global Systems and Technology team on best practices and recommendations for improvement in MIS functionality and data management procedures.
- Design GIS templates and validate GIS data through QGIS software / Google Earth Pro or any other relevant tool for quarterly and annual reporting to USAID.
- Develop GIS maps in R or QGIS for USAID reporting.
QUALIFICATIONS:
- Minimum of bachelor’s degree in computer science or a related field
- Strong experience in computer or software use and the ability to work well with various skill levels of users.
- Advanced Knowledge of R is highly recommended in data wrangling and analytics work.
- Advanced computer skills in a Windows based environment, including the Microsoft Office Suite including knowledge of Outlook, SharePoint and Access Web Apps/SQL Azure databases. Proven ability to design and manage Access databases. Ability to use Power Pivot data modelling, Power View visualization, and Power Map.
- Ability to perform and interpret statistical analysis using statistical software packages.
- Demonstrated abilities in data collection, analysis and reporting using computer-based packages and databases.
- Thorough knowledge of M&E methodology, including quantitative and qualitative research methods, tools and techniques.
- Excellent interpersonal and teamwork skills.
- Ability to frequently travel within the country.
