Organizational Setting

FAO Mozambique is in the process of scaling up a Management Information System (MIS) for beneficiary registration, data analysis and disbursement of cash, voucher and in-kind assistance to beneficiaries in various regions as per its mandate.

To this end, FAO intends to recruit a MIS User Support Technician to support the implementation of the beneficiary management information system and enhance the development of the MIS tools and apps in support of cash and voucher programmes. This position is based Chimoio, Manica province with travel to the project implementation sites.

Reporting Lines

Under the overall supervision of the FAO Mozambique Representative and the direct supervision of Project Chief Technical Advisor (CTA) and the Agricultural Officer e-Voucher Advisor, the incumbent will be responsible for supporting end users in the beneficiary management system and other systems as may be introduced from time to time by FAO Mozambique in its day-to-day operations, and specifically on systems under the responsibility of the technical unit.

Technical Focus

Management Information System, Cash and Voucher, technical assistance, data collection and analysis.

Tasks and responsibilities

•    Support OER MIS Team during the initial setup, the development and the operations of the MIS ecosystem’ tools and apps
•    Contribute to the configuration of Kobo Collect server forms with relevant data collection tools and project data;
•    Take note of bugs occurring within the Android applications for supporting distributions (IDEA Distribution), Biometrics (IDEA Biometrics), or NFC application (IDEA Contactless) as reported by the users that utilize these applications on a case-by-case basis and escalate to the relevant development team.
•    Conduct trainings for Implementing Partner (e.g.: enumerators, agro dealers) that utilize FAO MIS Tools for beneficiary registrations and inputs redemption when required.
•    Support the preparation of documents, presentations and videos to complement trainings and ease on boarding of new system users (both for Implementing Partners and for FAO Staff).
•    Provide remote and in person technical support to Implementing Partners (e.g.: ONGs, Government staff), agro dealers, when they encounter challenges while using the system during projects implementation.
•    Provide technical support to FAO staff and partners as they utilize the system and associated applications.
•    Extract collected data in relevant formats to present to relevant stakeholders for analysis and generate liquidation reports to ensure payments of agro dealers/ merchants and/or other IP according to specific projects agreements.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements  

•    University degree (minimum Bachelor) in Software Engineering, Computer Science or related fields with solid foundation in application development.
•    Three years of experience working in an environment involving provision of remote technical assistance.
•    At least two years of professional work experience in mobile VAS integrations and application development is an advantage.
•    Working knowledge (level C) of English and Portuguese, the official language used for communication within the country.

Technical/Functional Skills 

•    Good technical knowledge of relational databases – MySQL, PostgreSQL
•    Excellent documentation skills
•    Proficiency in working in HTMLS and other Web 2.0 Standards.
•    Proficiency in working in JavaScript and JSON for data transfers.
•    Experience using Android and Android Studio is an added advantage.
•    Experience using multi-wallet NFC cards is an added advantage
•    Experience on e-voucher programme technical assistance is an added advantage.
