Org. Setting and Reporting
This position is located in the Joint Mission Planning Unit, formerly the Strategic Planning Unit of the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA). The incumbent will be based in Bangui and reports to the Senior Mission Planning Officer.
Responsibilities
Within Delegated authority and under the general guidance of the Senior Mission Planning Officer, the incumbent will be responsible for the following tasks: • Provide advice to programme managers on planning guidance and tools, especially the Policy on Integrated Assessment and Planning (IAP) provide recommendations on design of specific planning tools and mechanisms, in line with policy and best practice, to meet the needs of the Mission and partners. • Provide secretariat support and technical assistance to integrated coordination and decision-making structures, such as the Resources Stewardship Executive Group, the Joint Operations Planning Team and other ad hoc meetings, as required; support Mission participation in meetings of the Headquarters-based Integrated Mission Task Force or equivalent body. • As directed, contribute to the development and implementation of a UN Integrated Strategic Framework for peace consolidation in the country, including a system for monitoring and evaluation of progress. • Contributes to the development and implementation of relevant monitoring, reporting and assessment tools, such as the Result Based Budget UMOJA Strategic Management Application (SMA), Comprehensive Performance Assessment System (CPAS), and other Strategic Planning, Budgeting and Performance Management systems. • Make suggestions and drafting inputs for review and approval by the Senior Mission Planning Officer, assist in the preparation of a Mission Concept, which, building on the vision of the SRSG, translates the mission mandated tasks into a form that fuses objectives, timelines and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of Mission component plans. • Compile and analyze data, contribute to preparation of the Mission Results-Based Budget (RBB) framework and performance reports, and of inputs as required for audits, budget monitoring and performance reporting. • Contribute to the review, implementation and reporting of the UNSDCF for peace consolidation in Central African Republic including through the monitoring and evaluation of progress made and coordination of MINUSCA contributions; and liaise with the Resident Coordinator’s Office on this and UNCT affairs more generally. • Provide background information and drafts documents for review approval by the Senior Mission Planning Officer in order to support Mission components in development of component-level plans, including to ensure coherence with the Mission’s overall strategic direction and planning tools, and to support joint and integrated planning between Mission components, UNCT members and other relevant partners in accordance with the IAP guidelines and senior management guidance. • Performs other duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in Political Science, Management or Development, or a related field is required. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Professional training in the areas of planning, monitoring and evaluation, facilitation and/or coordination is desirable.
Work Experience
A minimum of five years of relevant, progressively responsible professional experience including in, programme management, project management and/or strategic planning processes in peace consolidation settings is required. Practical experience of using Strategic Planning Budgeting and Performance Management application and the Comprehensive Performance Assessment System (CPAS) such as UMOJA is required. At least one year of experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is required. Experience facilitating multi-stakeholder processes in a conflict, post-conflict or peace consolidation setting is desirable.
Languages
English and French are the working languages of the Secretariat. For the position advertised, fluency in English is required and knowledge of French is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
