Background

MMC is a global network engaged in data collection, research, analysis, and policy and programmatic development on mixed migration, with regional hubs in Africa, Asia and the Pacific, Europe and Latin America, and a global team based across Copenhagen, Geneva and Brussels.

MMC is a leading source for independent and high-quality data, research, analysis and expertise. MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based mixed migration responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. MMC’s overarching focus is on human rights and protection for all people on the move. The three overall objectives of the MMC are:

To contribute to a better, more nuanced, and balanced understanding of mixed migration (knowledge)

To contribute to evidence-based and better-informed migration policies and debates (policy)

To contribute to effective evidence-based protection responses for people on the move (programming)

MMC is part of the Danish Refugee Council (DRC). While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policymakers, practitioners, journalists, and the broader humanitarian sector.

MMC in Latin America and the Caribbean

MMC’s Latin America and the Caribbean (MMC LAC) regional hub was established in 2019 and is currently based in Bogota, Colombia. MMC LAC ensures the production of evidence that fills operational information gaps and is increasingly important in informing evidence-based responses on mixed migration in the region. It works closely with the other Danish Refugee Council teams, as well as other INGOs, UN agencies and other partners.

Since 2019 MMC LAC has been conducting 4Mi, MMC’s primary data collection project on mixed migration. 4Mi complements other data collection initiatives in Latin America as it collects original first-hand data directly among refugees and migrants, provides in-depth yet quantitative data on the range of refugees’ and migrants’ experiences, analyses data continuously, ensuring up-to-date information and enabling a degree of comparison over time, offers large-scale data allowing for advanced analysis, and contributes to the evidence base for informing programming.

In 2024/2025, MMC LAC will provide high-quality data and analysis on mixed migration in North, Central and South America to governments, NGOs and stakeholders. This will include continuous regional and route-based trend analysis across the region. In-depth and dedicated data collection will be conducted to respond to specific information gaps in the region on vulnerable populations or unaddressed dynamics. MMC will be part of various coordination platforms’ Information Management Working Group and will enhance mixed migration policies in the region by providing knowledge, data and expertise to policymakers, coordination platforms, regional bodies and states.

MMC seeks a highly motivated and experienced team leader to assist MMC Manager in implementing MMC’s activities in the region. The role involves coordinating research teams and data collection initiatives, collaborating with regional and national stakeholders and developing research products. Experience in research, intersectoral collaboration with stakeholders, and policy engagement with regional and national authorities is required.

Under the supervision of the MMC Manager, the MMC Team Leader for LAC is in charge of implementing the 4Mi research project in LAC, the 4Mi Cities project and other research initiatives (climate change impact on mixed migration, ad-hoc data collection, etc). He directly supervises 4Mi officers and 4Mi enumerators (25-35 persons on the field).

He/she supervises and manages data collection collected by 4Mi Field Monitors, ensures quality control over the data collection, coordinates with MMC in Latin America and the Caribbean on management and strategic development of activities in the region, and supports MMC operations in Latin America. He is also in charge of coordinating the collaboration with regional and national stakeholders for the 4Mi Cities project; He/she contributes to the analysis of data and writing of the research outputs.

Geographical scope: This role has a regional focus. The candidate should be able to travel up to 50% of the time.

Responsibilities: (in bullet points)

Team and quality management

  • Responsible for the daily supervision of the 4Mi operations in LAC and ensuring a high level of quality in data collected;
  • Responsible for the recruitment, training and daily management of 4Mi Field Monitors, as per regional guidelines;
  • Manage 4Mi officers and between 25 and 35 4Mi 4Mi enumerators in LAC;
  • In coordination with the 4Mi regional team, ensure the development of adequate tracking, monitoring and internal communication tools;
  • Work closely with support departments to make timely payments to all field-based monitors;
  • In collaboration with the Information Management and Analysis Officer, responsible for the monthly validation and cleaning of data according to MMC’s standards;
  • Proactively contribute to the 4Mi strategy in LAC and in the region;
  • Proactively suggest, develop and implement appropriate technical and management tools to carry out his/her task effectively;
  • Take the lead in proposing creative solutions when meeting challenges in project implementation;

Coordination

  • Coordinate communication and intersectoral work with regional and national authorities (4Mi Cities).
  • Daily monitoring and reporting of relevant information that might affect the smooth implementation of project activities in the country;
  • Represent MMC at coordination meetings with DRC teams or humanitarian partners working on LAC;
  • Occasionally communicate on MMC’s activities according to DRC’s code of conduct;

Research

  • Contribute to the design of the MMC research agenda,
  • Contribute to the design of qualitative and quantitative questionnaires, conduct fieldwork and contribute to data analysis and report writing;
  • Stay up-to-date on the latest mixed migration research in LAC;

Other

  • Any additional tasks in support of the MMC projects.
Experience and technical competencies: (include years of experience)

  • At least 3- year experience in supervising teams, preferably in research projects;
  • At least 3 -year experience in research and data collection;
  • Strong experience in policy engagement and intersectoral coordination.
  • Demonstrated knowledge and understanding of mixed migration issues, particularly within the LAC context;
  • Proficiency in IT systems, including Android-based applications;
  • Outstanding organizational skills;
  • Excellent ability to work under minimal supervision and strong problem-solving skills;
  • Enthusiastic about learning, excellent interpersonal and communication skills;
  • Strong verbal and written communication.

Education: (include certificates, licenses etc.)

  • Preferably Master’s degree in a relevant field, including but not limited to research methods, international development, migration studies or business administration.
