Background
UNODC Country Office (COPAK) is mandated to provide the Government of Pakistan (GOP) with technical assistance to enhance capacity of national authorities. The government-endorsed Country Programme 2022-2025 identifies a number of key outputs with specific activities which contribute to the overall improvement and capacity building of national and provincial stakeholders. A particular aspect of assistance relates to monitoring and evaluation.
COPAK has well-established monitoring and evaluation unit equipped with assessment tools, research instruments and supporting systems to assess results and impact of various assistance activities at each level of program implementation phases. Such assessments not only inform about the change in the knowledge, skills, behaviours, attitude, or perceptions of individuals as a result of the interventions but also assist in measuring contribution of the project towards the 2030 Agenda. To ensure integration of the human rights and gender equality perspectives across the project interventions, relevant indicators are included into the assessment tools.
The M&E Unit currently seeks to recruit an M&E Assistant to provide support to the Unit in planning, monitoring and evaluation of the projects and programmes by regular data collection, management and analysis using different databases and software. The M&E Assistant will work in close collaboration with the sub-programmes of the organsation and will also provide need-based support.
Assignment Objectives
Under direct supervision of the M&E supervisor, the M&E assistant will ensure effective and efficient data management of the UNODC COPAK projects and programmes. The objective of the assignment is to manage, review, collate and analyse data that relates to UNODC Mandate and COPAK Country Programme.
The M&E assistant will work closely with UNODC programmes to collect, enter and produce all the data and ensure high level of accuracy and therefore, strengthening the data management system of the M&E Unit. The assistant will serve as a main data management focal point, responsible for all the data maintenance and the data entry including generation of pre and post training formats as per programme needs.
Duties and Responsibilities
With the aim of strengthening the data management system of the M&E unit, the specific responsibilities of the M&E assistant are:
- Data Entry: Collect, update and maintain all UNODC COPAK programmes data
- File Management: Update, file and store all COPAK’s projects documents both hard and soft copies with consistency and accuracy
- Report Generation: Produce data analysis graphical and narrative reports for each of the capacity building training/workshop and provide data for donors/HQ reports on periodic basis. Assistant may also support in drafting narratives for the projects as required
- Administrative Support: Provide administrative and general support to M&E unit including entering the required data and information for field visits for M&E staff to ensure smooth M&E workflow
- AOB: Perform any other related tasks as assigned by the supervisor.
Planning and Implementation Arrangements
The Assistant will be based in the Country Office for Pakistan and report the M&E Officer/Manager.
Payment Schedule and Rate
The Assistant will be issued an SC contract in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for service contract holders.

Competencies
- .Previous experience in data-focused research.
- Strong technical skills in database management, Excel, SPSS or other similar data analysis packages.
- Previous experience with the UN or a UN agency is an asset.
- Excellent verbal and written communication skills in English.
Required Education and Experience
- High School Certificate with at least 4 years of relevant research experience in the field of Monitoring and Evaluation.
