CONTEXT AND BACKGROUND

In July 2023, the Royal Commission for AlUla and UNESCO signed a project agreement “Heritage and creativity for AlUla’s sustainable development”, which aims to leverage the heritage of AlUla in all its forms, to enhance the understanding of its significance, and to contribute to its safeguarding through the transmission of AlUla’s history and culture by narrating its story and empowering the bearer communities. By doing so, the project will aim at enhancing sustainable tourism through the promotion of culture, thereby directly benefitting local stakeholders. The project intends to provide technical assistance and capacity building, develop international networks and enhance visibility for cultural heritage and creativity in view of the sustainable development of AlUla. More specifically, it will address the role that heritage and creativity can play in building sustainable cities and promoting a culture-engaged, people-centred development model for AlUla.

TASKS AND EXPECTED OUTPUTS

Under the overall authority of the Director of the UNESCO Regional Office for the Gulf States and Yemen, general supervision of the Head of the Culture Unit at the Office and the direct supervision of the Project Manager, the incumbent will contribute to the implementation of the project “Heritage and creativity for AlUla’s sustainable development”. In particular, s/he will be expected to perform the following responsibilities:

• Assist the Project Coordinator in planning and developing the inception phase of the project including the organization of the Global Knowledge Event;
• Contribute to the revision of the theory of change, the results framework, the monitoring framework and the implementation strategy of the project upon the completion of the inception phase; assist in the preparation of the revised project document and the report of the inception phase;
• Conduct mapping on available baseline data relevant to the different outputs of the project;
• Develop a monitoring and evaluation strategy/plan along with associated M&E tools and templates for the project, taking into consideration the revised results framework and project indicators;
• Assume the responsibility of coordination of preparation of narrative reports to the donor;
• Assist the project team in ensuring the compliance of project deliverables with the UNESCO’s Principles on Personal Data Protection and Privacy; provide advice to the project staff as required;
• Design and programme a database that allows data collection and analysis to monitor the implementation of the different outputs of the project.
• Consult with UNESCO’s dedicated entities and implementing partners to harmonize data collection, analysis and reporting.
• Coordinate with project stakeholders (UNESCO entities, project team in Paris, Riyadh and Doha, and any relevant stakeholders) to ensure that the required monitoring tools are employed properly and utilized regularly;
• Provide ongoing support on new monitoring and evaluation methodologies.
• Contribute to the launch, coordination and implementation of the evaluation of the project.

REQUIRED QUALIFICATIONS

Education
• Bachelor’s Degree in a development-related field, i.e., International Relations, Statistics, Economics, Finance, Social Sciences, Public Administration, or relevant discipline.

Work experience

• 04 years of relevant work experience in designing, and implementing M&E strategy, data management systems, and tools relevant to international development operations.
• Work experience in the UN System and knowledge of the Saudi Arabian context are desirable.

Languages
• Excellent knowledge (written and spoken) of English.
• Knowledge of writing and speaking Arabic would be an asset.

CONDITIONAS OF EMPLOYMENT

UNESCO Salaries in Qatar are paid in Qatari Riyals; the annual remuneration for the post is QAR 230251. UNESCO Service Contract benefits include 30 days of annual leave as well as a contribution to the pension scheme and health insurance upon proof of inscription.
