In Libya, UNDP has designed a new Country Programme Document (CPD) for 2023–2025, which proposes as one of its three major objectives to invest in local peacebuilding and resilience, marking a transition from immediate stabilization towards longer-term development and peacebuilding. In this regard, UNDP is supporting peace and resilience in targeted clusters across Libya by strengthening the capacity of local institutions and communities to manage conflicts and tensions, complementing its focus on enhancing accountable, effective, and gender sensitive governance, and promoting sustainable green growth and greater resilience to climate change.
The Strengthening Local Capacities for Resilience and Recovery Project Top-Up, funded by the EU, aims at supporting local authorities in Libya to respond to the many conflicts and human mobility induced challenges that impact negatively people access to essential services, social cohesion and community security, and jobs and sustainable livelihoods. The overall objective of the project is to improve the living conditions and resilience of vulnerable populations (including migrants, refugees, IDPs, returnees and host communities), in particular in the municipalities most affected by migratory flow and/or affected by the conflict.
The Monitoring and Evaluation Associate will contribute to the monitoring, evaluation management and production of updates and reports complying with corporate and donor requests. Under the direct supervision of the Reporting and M&E Specialist, and overall guidance of the Project manager, s/he will be responsible for designing and implementing the monitoring activities, ensuring evaluability, and contribute to managing evaluations of the SLCRR Project.
Duties and Responsibilities
Implementation of planning and monitoring tools for accountability and reporting purposes by focusing on progress and results achievement through:
- Supporting the implementation of the Monitoring System with SMART indicators including data collection and performance tracking of project activities.
- Ensuring alignment of the logical frameworks and indicators according to the project and EU monitoring systems. Support the updating of related databases accordingly.
- Collecting data on a monthly basis to measure achievements against the performance indicators, check data quality, maintain and administer the monitoring database. Analyse, aggregate findings and deliver corresponding reports.
- Reviewing the performance of existing data collection and management information systems and recommend further improvement of the logical frameworks particularly in the areas of performance indicators and their measurement.
- Supporting the Project team in implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the project.
Identification of challenges and support for theory of change initiative
- Analyzing and highlighting positive and negative trends and providing the Project Manager with key information to support decision making process to address the identified challenges and bottlenecks.
- Support the Project Manager in planning, editing and reviewing key project documents including internal and external reports, theory of change, the logical framework and indicators.
- Undertake regular visits to the project implementation sites to measure project results and to identify where adaptations might be needed and discuss findings with Project Manager.
Management of Evaluation and Reporting
- Support the project corresponding evaluations. This can include provision of administrative and substantive support, provision of all inputs requested by evaluators, reading and providing feedback on inception and final evaluation reports, supporting the Project Manager to elaborate evaluation management responses, corresponding actions plans and evaluations recommendations uptake.
Facilitation of knowledge building, knowledge sharing and guidance to project team and all stakeholders, on M&E matters
- Prepare and deliver capacity building for project staff, stakeholders and project partners on M&E activities and needed inputs from each project components.
- Identify lessons learned and develop case studies/best practices for internal and external reporting to capture qualitative and quantitative results of the project.
- Provide inputs and data for monthly, quarterly and annual reports, conferences, seminars, workshops, training sessions and meetings.
- Write talking points, briefing notes and provide inputs for communication products and for the Project Manager to present data and quantitative information as needed.
- Perform other duties as may be assigned.
Logistical support
- Provide all required logistic support as per the contractual arrangements and/or interviews in the preparation of mid-term and final evaluations of the SLCRR project.
Institutional Arrangement
The M&E Associate will work under the day to day supervision of Reporting and M&E Specialist and the overall guidance of the Project Manager.
