- Role and responsibilities
The role of the Monitoring and Evaluation (M&E) Coordinator is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The M&E Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Coordinator will provide technical support to Kampala and Southwest area staff pertaining to M&E and build capacity in the area office by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.
Generic responsibilities

- Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
- Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
- Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
- Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
- Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
- Capacity building and training of programme and M&E staff on monitoring and evaluation technical and conceptual areas.
- Supervise and mentor M&E staff in executing M&E plans.
- Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs.
Specific responsibilities
- Ensure maintenance of the M&E system including conducting reviews of progress against benchmarks, facilitating consultations and trainings, and coordinating reviews and updates.
- Compile periodic quantitative output reports from programme staff and ensure area office timely and accurate monthly reporting to GORS (Global Output and Outcome Reporting System) and post data quality checks in line with the global GORS reporting timeframe requirements and standards
- With support of M&E Manager facilitate capacity building and training of Area programme and M&E staff on M&E technical and conceptual areas.
- Provide technical and surge support to field teams on monitoring and evaluation processes with a particular focus on data collection and analysis initiatives through regular field visits
- Support the use of technology-based data collection by training field staff, creating questionnaire templates and providing administrative support
- Support Area programme staff in identifying, planning for and executing M&E activities, including developing costed M&E concept notes, designing data collection tools, data collection using digital gathering systems and tools, data management, analysis and use.
- Lead on indicators and overall targets achievements monitoring across projects in close coordination with CC leads/ projects Managers
- Provide support and capacity-building to the Monitoring and Evaluation team and program staff
- Contribute to the identification of opportunities to implement cash-based interventions and market-based programs
- Support programme team to develop requisite M&E tools (M&E matrix, indicator reference protocols, Indicator performance tracking tables and quality benchmarks).
- Contribute to project and program planning, kick-offs and review meetings, including preparing and sharing monitoring data on progress and challenges.
- Provide technical and surge support for quantitative and qualitative analysis for assessments, donor reports, and other processes – technically support needs assessments, post distribution monitoring surveys and outcomes surveys
- Lead on periodic grants reviews, using M&E data / analysis to shape adjustments to the respective programs for better quality delivery
- Lead on compilation of quality analytical reports for both donors (projects based) and NRC internal consumption and in collaboration with the M&E Manager, develop a monthly M&E report to present trends, gaps at the country and Area Office level.
- Ensure all activities are implemented in accordance with NRC Safe and Inclusive Programming (SIP) guidelines, policies, and report any breaches/concerns in a confidential manner, through NRC reporting channels
- Promote and secure a safe working environment for reporting concerns/breaches and ensure that all cases reported are processed in a confidential and sensitive manner

Generic professional competencies for this position:
- Minimum 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
- Understanding of data and information needs for program management and decision making
- Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
- High level English language proficiency (speaking, reading, writing)
- Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
- Experience using SPSS, STATA, Epi Info, or R
Context related skills, knowledge, and experience:
- Strong knowledge of the humanitarian context in Uganda in general, and the refugee response in Kampala and Southwest Uganda

- Bachelor’s degree in a relevant discipline including statistics, Social Sciences, A Post Graduate Diploma in M&E is added advantage
