Purpose of the role

The M&E coordinator is responsible for supporting the programme managers in the design and implementation of M&E plans (with relevant input) and for ensuring compliance with NRC M&E framework and SOP at field level.

What you will do

  1. Support the M&E unit and area management team on rolling out new initiatives, should these arise during the employment period.
  2. Enact guidance aimed at enhancing M&E systems and standards.
  3. Drive the planning and standardizing of M&E across projects.
  4. Ensure that data management and clear information flows between program and M&E staff remains aligned with the M&E SOP
  5. Ensure that each project has an M&E plan in place and consolidate all M&E plans into an M&E overview for the program area to be shared with Beirut management.
  6. Act as the focal point of the outcome monitoring activities for each core competency through developing a plan and contributing to the design and implementation.
  7. Ensure that programme staff validate and upload monitoring data into Activity Info (AI), the NRC reporting system and the Refugee Assistance Information System (RAIS) in a timely manner to relevant program and managerial staff to inform program decisions.
  8. Support in the analysis of the referral information produced by the core competencies monthly.
  9. Support in coordination with the AM the implementation of the beneficiary accountability system.
  10. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
  11. Ensure that all protection related detected cases are referred to the concerned referral focal point in Beirut and Mount Lebanon and to the related Protection Coordinator.

Specifically, you will;

  • Develop calendar of assessments, evaluations, and outcome monitoring exercises at Beirut and Mount Lebanon level, ensuring that technical endorsement is secured at the Beirut level prior to any evaluations and assessments conducted at the field level above and beyond standard monitoring activities.
  • Highlight to PMs and M&E Manager identified overlap between data collection tools at the field level for review and revision.
  • Cross-check the monthly data quality at the area level on data uploaded through each reporting system.
  • Provide ongoing backstopping for programme staff on AI, internal reporting system, and RAIS.
  • Provide ongoing capacity building for programme staff.
  • Support programme staff in data analysis, in coordinator with Beirut M&E team.
  • Support Beirut IM team in the development and roll out of IM tools for data collection exercises.
  • Submit weekly report to the Area Manager (AM) and M&E Manager highlighting areas of concern and collating supporting documentation for review, as required.
  • Identify and collate M&E capacity building needs across programme staff; develop an area level training calendar (with input from AM and M&E unit).
  • Assist the M&E coordinator in training project staff on M&E technical and conceptual areas.

Professional competencies

  • Bachelor’s degree in economics, Political or Social Sciences, Quantitative or Statistical Analysis, or any other relevant field.
  • Minimum 3 years of relevant M&E experience in a professional environment, preferably in an emergency or post-conflict setting.
  • Experience with and knowledge of current approaches to M&E in relief and development programs.
  • Understanding of data and information needs for program management and decision-making.
  • Demonstrable experience participating in assessments or surveys in Arabic.
  • Experience with both quantitative and qualitative methods; this should include survey development, facilitating KIIs and FGDs, and basic data analysis (desirable).
  • Experience in survey coding using Kobo or ODK (desirable).
  • Experience with SPSS, STATA, Power BI, or R (desirable).
  • High level English proficiency (speaking, reading, writing); ability to translate concepts into Arabic.
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
