JOB DETAIL

NRC is looking for a Monitoring Evaluation and Learning Manager (MEL) to join the Syria mission. The MEL Manager role is key to achieving the NRC Syria monitoring and evaluation functions, quality assurance, and accountability within the overall NRC’s programming.

What You Will Do

  • Develop Syria’s Country office monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global M&E framework, policy and strategy.
  • Lead on in maintaining and refine GORS reporting system, ensuring correct set up of projects and quality, timely reporting.
  • Review and update the MEL SOP ensuring processes are well planned and compliant with NRC’s minimum M&E standards and support their roll-out is in line with the global M&E RACI.
  • Provide M&E and program staff with trainings on M&E minimum standards and best practices
  • Provide other technical guidance on improvements to MEL processes based on identified needs
  • Lead the process of developing the information management system of monitoring project outcomes
  • Lead the process of planning and managing external evaluations of NRC SCO programs based on the annual evaluation plan.
  • Coordinate effective functioning of Complaint Feedback Mechanisms (CFM);
  • Contribute to project proposals, various types of donor and institutional reports
  • Support program teams with learning reviews and use of evidence, data;
  • Support other core competencies (CCs) in development of CC strategies and Macro Log frames

What You Will Bring

  • Advanced degree in research methods, development studies, social sciences or a related field
  • Significant experience in the field of MEL, research, accountability, in displacement and conflict and fragile context
  • Minimum 5 to 7 years of experience within a humanitarian/recovery context in design, implementation, evaluation, and research for mid to large-scale projects/programs.
  • Experience working in complex and volatile contexts.
  • Minimum 5 years’ experience as MLE Manager or equivalent.
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches
  • Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills;
  • Advanced experience in qualitative and quantitative data analysis and tools
  • Fluency in spoken and written English.
  • Experience within supporting MEL for one of NRC’s core competencies is an asset
  • Knowledge of the Middle East Region and Syria context specifically.
  • Experience with start-up or expansion of new programmes.
  • Experience in team capacity building.
  • Advanced computer skills, especially in Word, Excel, PowerPoint, and Outlook.
