Monitoring and Evaluation (M&E) Manager, Tajikistan
ACDI/VOCA is seeking a Monitoring and Evaluation (M&E) Manager for an anticipated employment and enterprise development activity in Tajikistan. The main goal of the Activity is the creation of decent and productive employment for Tajik youth, women and men through enterprise creation and growth, entrepreneurship development and skills training and facilitating access to finance, in sectors with a high potential for economic growth**.** The program is anticipated to start in 2023. This position will be based in Dushanbe.
The M&E Manager will oversee design and implementation of M&E strategies and will work with the Chief of Party, technical staff, USAID, and project partners. They will develop systems to track overall project and subaward activities, outputs, and results to ensure they are on track to meet the annual and life of project benchmarks and targets.
Responsibilities
- Provide technical leadership for M&E to the project team to ensure USAID M&E requirements are met on timely basis and guides data collection, management of the data, and display of the results. This includes data analysis, reporting, and dissemination, building capacity of M&E and technical staff in these areas, and ensuring compliance.
- Design and lead implementation of efficient and accurate data collection system that includes efficient processes for collecting data and ensuring data quality.
- Provide general oversight of the M&E database, using it to track progress and trends, generate reports per USAID requirements, and conduct data quality checks.
- Coordinate and facilitate the refinement of the Theory of change, logical framework and DIP.
- Supervise M&E staff and oversee implementation of all M&E activities, including annual surveys, case studies, and stakeholder workshops to refine approaches.
- Prepare data analyses for PREPs, Annual Results Reports and other required documents.
- Oversee strengthening of M&E capacity of local organizations.
Qualifications
- Bachelor’s Degree in economics, statistics, social sciences or related field, Master’s degree preferred.
- Minimum five (5) years of increasingly senior roles designing and implementing MEL systems for donor funded development programs, experience with private sector development programs and USAID funding a plus.
- Minimum two (2) years of management experience.
- Excellent quantitative and qualitative research, analysis, and evaluation skills.
- Computer literacy and competency in use of Microsoft Office software.
- Proficiency in common statistical and data collection software.
- Ability to establish priorities and to plan, coordinate and monitor tasks.
- Ability to work as a team member independently and proactively with minimum day-to-day oversight.
- Proven skills in supervision, mentoring, leadership and networking.
- Ability to meet deadlines with strong attention to consistency, detail, and quality.
- Strong interpersonal, writing, and oral presentation skills in English, Russian and Tajik are required.
