OBJECTIVES OF THE PROGRAMME

WHO Azerbaijan Country Office via USAID-funded Azerbaijan Pandemic Response Activity aim to improve the ECS (Emergency Care System) and its services, training and standards, building on and amplifying previous USAID funded project achievements. This project aims to strengthen the resilience of Azerbaijan’s Pre-Hospital and Emergency care system and achieve long term sustainable solutions.
Health system resilience is key to coping with catastrophic events, such as the COVID-19 pandemic, where resilience is defined as the ability to prepare for, manage (absorb, adapt and transform) and learn from shocks, that with sudden and extreme change impact the health system. COVID-19 pandemic in Azerbaijan exposed areas needing urgent attention in order to strengthen the resilience of the health care system to future pandemics or other stressful sudden events affecting large proportion of population. WHO Country Office in Azerbaijan has been carrying out a number of projects for which a robust monitoring and evaluation (M&E) component is essential from an organizational perspective.
Within the framework of the USAID-funded Azerbaijan Pandemic Response Activity Project, the purpose of the position will be to support, coordinate and monitor the implementation of WHO activities aimed to strengthen pre-hospital emergency care (ambulance service), in-hospital emergency care (emergency units) and the preparedness of pre- and in-hospital emergency care systems to respond to health emergencies.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative and the Project Lead, the incumbent will monitor the success of projects, carry out analyses and work with the greater team to write and edit technical and financial reports:
•    Support WHO-Azerbaijan to prepare, implement, monitor and evaluate work-plans and funding proposals in line with priorities, strategies and plans.
•    Support government and/or implementing partners on health information systems and reviewing of performance of M&E structures and systems, routine statistics, surveillance and health data repositories.
•    Develop, maintain, strengthen or manage country HIS networks.
•    Carry out baseline, mid- and end-term evaluations based on agreed upon progress and target indicator sets and undertake ongoing field and desk monitoring of WHO supported interventions.
•    Assist in the training programmes for government and/or implementing partners on the use of recommended reporting and monitoring formats and guidelines.
•    Review periodic technical reports of government and/or implementing partners and provide recommendations to WCO senior management.
•    Support the strengthening of the M&E approach across all WCO programs including guiding WCO technical teams.
•    Support MOH in the development and publishing of health products such as the Health profiles, COVID -19 weekly routine monitoring reports, situational reports and other publications.
•    Oversee the data management protocols with an aim to improve quality, accessibility, timeliness and relevance of technical data in close collaboration with the national team.
•    Serve on the M&E UN Team as WHO focal person responsible for the health subgroup.
•    Develop timely weekly and daily surveillance updates and reports to enable decision making during outbreaks

REQUIRED QUALIFICATIONS

Education

Essential: Bachelor’s degree in social sciences, health sciences, public health or a related focus area from an accredited /recognized institution.
Desirable: Master’s level in public health, epidemiology or a related focus area

Experience

Essential: At least 2 years’ of relevant experience at the national or international level, in implementation of public health monitoring and evaluation, health informatics, or health policy and surveillance.
Desirable: Specific experience on M&E

Skills

Strong analytical skills and ability to review and synthesize information from multiple sources;
Demonstrated writing and editing skills, with an ability to communicate effectively;
Strong interpersonal skills, able to work across cultures and with the capacity to build strong working relationships; Knowledge of relevant software applications.

REMUNERATION

Remuneration comprises an annual base salary starting at AZN 66,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
