I JOB SUMMARY
The purpose of the M&E Specialist position is to support and maintain the M&E systems for the for SPIR II/RFSA CARE project. Under the technical leadership and supervision of the LDM Manager, s/he is responsible for organizing and coordinating the collection from the field offices, compilation, consolidation, data analysis and proper documentation. She/he also assists the LDM manager and ensures better data management system and generation of data for reporting and informed decision making. S/he provides technical backstopping and skill training in the areas of M&E to the project staff. The position holder will work closely with HO technical staff and program coordinator to support the monitoring and evaluation works, the production and submission of timely & quality quality reports and documentation and dissemination of learnings.
II RESPONSIBILITIES AND TASKS
Job Responsibility #1: Planning/ Design, Monitoring, Evaluation and Reporting (25 )
- Support and assist the subsequent development of M&E tools as well as cleaning of the M&E tools from errors and incompleteness.
- Support the filed monitoring filed visits and provide support for filed M&E staffs.
- Support sector technical staffs and field staff in monitoring of project progress.
- Design data collection tools and provide technical support for grassroot level staff who responsible for regular data collection.
- Management of the PIRs system and also follow up of the progress, perform back-ups on a regular basis, diagnose the system performance, in addition, the post holder will be responsible to make sure that project’s MIS.
- Edit and clean the soft copy data from the filed for the quarter and annual report.
- Support the role out of the MIS(Come care) system to be implemented for RFSA/SPIR II program.
Job Responsibility #2: Strengthen Accountability to Affected people (15%)
- Support the implementation of FAM under RFSA/SPIR Program and FAM data compiling of FAM from filed offices and analyze accordingly (like information sharing, community participation, feedback, and complaints response mechanisms etc)
- Receive, compile, analyze, share, and field feedback and complaints.
- Communicate and disseminate CARE’s feedback and complaints policies and procedures for staff and concerned stakeholders and partners.
Job Responsibility # 3: Technical support and capacity building (20% of time):
- Support projects teams in the collection, compilation and consolidation and analysis of routine project data in the field.
- Provide technical assistance to staff and partner in management of different data collection and record keeping.
- Edit and clean the soft copy data from the filed for the quarter and annual report.
- Regular monitoring progress of the project through field visit, reports, and triangulation, provide appropriate feedback, bring issues to the attention of staffs in general and PM.
Job Responsibility #4: Learning and sharing/networking (10% of time):
- Contribute to compiling and editing of the success story from filed and HO staffs.
- Keeps up to date with developments in the sector, including best practice examples within the country and internationally, and ensures ongoing personal development and learning.
- Ensures the communication of DM&E concepts and procedures within the organization, partners, and other stakeholders.
- Ensure all projects have downward/ forward accountability mechanisms and works with project staff to make sure its implementation.
- Organizes feedback sessions and other platforms at field office level with partners, beneficiaries, and stakeholders (private and public sectors) to ensure responses are provided timely.
Job Responsibility #5 Data quality and Information Management (15% of time):
- Conduct routine regular data quality assessment across data management and reporting system to verify reported figures; formulate and implement data management improvement measures.
- Ensure that data collection and reporting tools are consistently utilized at grass root level.
- Ensures the timely collection and compilation output data.
- Streamlines paper-based reporting system including formats and systematizes information flows.
- Proactively supports the establishment and maintenance of learning and knowledge management systems and sharing of lessons within and across CARE programs and with strategic partners.
- Set up and maintain a common electronic and hard copy system for access to key documents such as M&E tools, tracking and reporting forms.
- Conduct quality control tests on all incoming data and supervise data entry and data cleaning/editing processes.
- Collect and compile project and project related documents and Information.
Job Responsibility # 6: Gender related responsibilities (5% of time):
- Support organizational existing and upcoming Gender Equity and Diversity (GED) initiatives; facilitate information/knowledge sharing regarding CARE Ethiopia’s GED efforts.
- Ensure that proposals and reports make explicit reference to approaches used to address unequal gender relations.
- Promote gender equality within teams, communities, and households.
- Ensure that proposals and reports make explicit reference to approaches used to address unequal gender relations and make sure that reports are disaggregated by Gender.
- Facilitate different capacity building activities for staff on gender and diversity issues.
Job Responsibility # 7: Perform other duties assigned by the supervisor (5% of time)

- While the incumbent will face all three levels of problem-solving, the biggest challenges belong to category number three. The incumbent must use interpersonal skills to pick and choose the right strategy to address a given problem and must deal with variable solutions, which need analysis, problem definition and development of alternative solutions.
