The Norwegian Refugee Council (NRC) has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Following the escalation of conflict since 24 February 2022, NRC is scaling up its efforts inside Ukraine and in neighbouring countries to provide aid to tens of thousands people forced to flee. NRC is operational in Ukraine and neighbouring countries: Poland, Romania and Moldova. To support the regional response in the best way, NRC has set up a regional office (Central and Eastern Europe Regional Office-CEERO) based out of Warsaw, Poland. This ensures a centralised structure in proximity to the crisis and provide a coordinated support and management to the country operations.

NRC Poland implements an integrated programme supporting basic needs, shelter, protection, legal assistance and education needs of refugees. In doing so, NRC has entered partnership with 15 local and international Polish organisations with a countrywide coverage. NRC Poland is funded by various institutional and private donors that require careful planning and managing. The Grants Coordinator will support NRC Poland in coordinating all the Project Cycle Management (PCM) steps as well as cascading PCM to partnership agreements.

Role and responsibilities

The purpose of the Monitoring and Evaluation (M&E) technical officer is to support the programme teams to implement the projects efficiently and effectively.

Generic responsibilities 

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of the support function portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Promote and share ideas for improvement of the support function
  6. Provide regular progress reports to M&E Manager, Head of Programme (HoP), Programme Development Managers (PDMs)
  7. Coordinate process to establish and/or standardize programme level M&E systems
  8. Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of M&E activities and reporting
  9. Any other task relevant to the position as requested by M&E Manager

Specific responsibilities 

  1. Support in developing data collection methodology and tools, and in actual data collection
  2. Support in data management and quality, and develop clear information flow between partners, programme and M&E staff
  3. Conduct qualitative and quantitative field and partner monitoring and verification of project implementation
  4. Ensure that monitoring data are reported on a timely manner to relevant programme and managerial staff
  5. Provide capacity building and training of program staff and partners on M&E technical and conceptual areas, as needed
  6. Support the M&E Manager in running an evidence-building task force to ensure that data collected is used for strategic purposes, to inform programme and advocacy direction, and is used for learning purposes
  7. Support the M&E Manager in drafting ToRs and running the processes for research, evaluations and surveys that measure the satisfaction, outcomes and impact of NRC and partner activities
  8. Support M&E Manager in reviewing partner M&E Reports and drafting survey reports carried out by NRC
  9. Operationalize the centralized Complaints and Feedback Mechanism (CFM)
  10. Ensure that all received complaints are registered and recorded in the complaint registration database according to the provided guidelines, triage and coordinate processing and provision of timely response from relevant departments to complaints and feedback, specifically in relation to confidential complaints
  11. Support partners and programme staff in identifying and addressing all CFM related needs and entrenching feedback loops within programmes in a manner that strengthens the CFM response

Generic professional competencies: 

  • University bachelor’s degree, preferably in social science, economics, humanitarian aid / development or in other related fields
  • 1-2 years of experience in an international/local non-governmental organization (I/NGO) preferably in an emergency or post-conflict setting, including M&E capacity and systems development, research, data management and quality
  • Documented results related to the position’s responsibilities
  • Fluency in English, Polish and Ukrainian/Russian (both written and verbal)

Context/ Specific skills, knowledge and experience: 

  • Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and/or development programs, using both quantitative and qualitative methods
  • Computer skills, including MS Office (Word, Excel, PowerPoint and Outlook)
  • Strong analytical and communications skills
  • Strong data analysis, management and visualisation skills
  • Demonstrated knowledge of the GDPR
  • Experience and ability to train others and transfer knowledge
  • Ability to receive and handle confidential and sensitive information (highly approachable, trustworthy and confidential)
