Job Description Summary
These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office. At this level work is carried out under minimum supervision. Job holders are expected to produce organised and accurate technical work and reports. They may provide guidance on standard practices to other staff and counterparts in their area of work.
Job Description
To perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.
- Verify the planned movements and distribution of food or non-food items, reporting issues or discrepancies to the supervisor for timely resolution of problems and to ensure that the quantity. distributed, and the quality of the operation is in line with WFP standards.
- Through WFP monitoring and evaluation tools, keep track of field operations based on the project implementation plan.
- Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, to assist in the effective delivery and distribution of food items or non-food items.
- Contribute to the development of operational monitoring tools (checklist, questionnaires, databases, interview, and survey forms, etc.)
- Provide timely input to the management team for new initiatives and improvements on M&E challenges.
- Receive and collect comments and feedback from cooperating partners and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
- Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
- Participate in project quality assurance and implementation, finding gaps and strengths in WFP M&E issues and reporting to the management team.
- Actively participate to project implementation & coordination meetings.
- Constantly improve your personal and organizational knowledge of M&E concerns (using training, distance study, experience sharing with partners, etc.)
- Perform field trips as needed to check the quality of the project’s data and validate the veracity of the data reported.
- Prepare field mission reports to document programme implementation.
- Follow set emergency response processes and procedures for emergency food assistance.
KEY ACCOUNTABILITIES (not all-inclusive)
- Coordinate and monitor the implementation of the assistance programme at the local level, in close collaboration with the implementing partners.
- Monitor and review the overall commodity movements such as food deliveries, storage, transport, and distribution at the site and verify if the amounts received have been properly recorded, damaged, or suspected to be damaged.
- Supervise the efficient distribution of food items at the site and ensure proper distribution of entitlements and verify appropriate entitlements are distributed and provide feedback to the supervisor.
- Conduct regular monthly review meetings with cooperating partners on the commodity pipeline, distribution arrangements, food entitlements cooperating partners stock and other relevant issues.
- Assist in the implementation of the plan of action, review achievement and constraints and provide Feedback to the senior Programme Assistant.
- Report periodically to the PA on relevant events regarding food management, distribution, and other related issues.
- Identify any apparent issues in the programme and report them to the PA.
Minimum qualifications
Education
- Secondary school education, supplemented with experience or additional education in education, social services, nutrition, agriculture, health, civil engineering, or another related field.
Experience
- At least three years of progressively responsible support experience including at least one year in the field of statistics, refugee operations, or another related field
Language
- Fluency in both oral and written communication in English and local languages (Pashto/Dari)
Knowledge
- Experience utilizing computers including word processing, spreadsheet, and other software packages.
Desirable skills
- Training and/or experience using WFP’s Information Systems (WINGS) and other WFP software; knowledge of WFP rules and regulations and WFP policies and procedures in work.
