ABOUT THE JOB

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Assistant supports the planning and implementation of all MEAL processes and activities required to improve programme quality of Area Office programmatic MEAL activities. S/he works under the direct supervision of the MEAL Team Leader. S/he will have a key role in the CRM system, assisting answer phone calls, awareness session of CRM and follow up the CRM cases as per the submission task of the line manager. When needed, the MEAL Assistant will also assist in other types of feedback and data collection in the field, as an added support to Area Offices.

Responsibilities:

Implementation of the CRM mechanism

  • Support in planning and implementing the MEAL framework in Kunar programme activities in collaboration with MEAL TL and CO MEAL
  • Support on the development of MEAL plans and lead on Kunar specific single projects
  • Implement MEAL Plan-compliant MEAL processes for the collection, analysis, and usage of data to measure progress against indicators and promote programmatic learning on sectors assigned
  • Plan according to priorities in consultation with MEAL TL and CO MEAL, including dissemination of work plans and MEAL information products
  • Conduct routine monitoring of all sectoral assigned project activities
  • Ensure follow-up and resolution of feedback and actions agreed during debriefing with program
  • Support on the implementation of evaluation and learning activities

Data collection tools development and use

  • Support on the planning and/or conducting field data collection and field monitoring exercises with support from the MEAL TL and guidance with CO MEAL staff
  • Support in field testing of questionnaires and provide feedback
  • Support the development of relevant and quality data collection tools assigned by MEAL TL
  • Track routine and outcome monitoring activities of projects

Data management, analysis

  • Assist and collaborate with MEAL team leader to ensure collect data of Kunar MEAL related, storage, cleaning, and analysis if needed
  • Closely coordinate with relevant MEAL activities programme staff to ensure project-relevant information is shared and used to properly track progress of projects with MEAL TL
  • Closely coordinate with relevant programme staff, in coordination with MEAL TL and CO MEAL, to ensure project-relevant information is shared and used to properly track progress of projects (i.e. PDM reports, Distribution monitoring, IPTT)
  • Support on the presentation of key MEAL findings (internally or externally)

Reporting

  • Writing monitoring reports after field visits and share with MEAL TL
  • Support on Outcome monitoring reports assigned (e.g. post distribution monitoring report, satisfaction survey, post implementation survey)
  • Support MEAL TL in writing lessons learned report

Coordination with program

  • Liaise with program staff on MEAL activities and findings
  • Follow-up trackers tools (i.e. Activity tracker, IPTT) is being used

Management and capacity building

  • Lead and responsible on the field for enumerators output during data collection
  • Support MEAL TL, in providing training or sessions on MEAL process and tools to MEAL and program staff (both DRC and partners)

Accountability

  • Awareness session of accountability to the beneficiaries
  • Collect feedback from the beneficiary
  • Closely coordinate with the MEAL TL to ensure relevant programme teams properly implement accountability measures as per DRC standards and in line with the Core Humanitarian Standards
  • Follow-up complaints or feedback at the field level

Others

  • Assist in other tasks as required by the MEAL TL or MEAL Manager, including extensive support to other programmes / sectors whenever deemed necessary

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum 1 year of relevant experience within the humanitarian field and monitoring and evaluation
  • Demonstrated basic knowledge of accountability mechanisms.
  • Basic understanding of MEAL processes (monitoring and evaluation)
  • Experience in working in complex and volatile contexts.
  • Experience in mobile data collection tools Kobo.
  • Capacity to think critically and analyse quantitative data.
  • Good level of proficiency in Word, PPT and Windows Excel
  • Excellent inter-personal, communication and listening skills.
  • Ability to work with people from various groups and background.
  • Understanding of and sensitivity to specific needs of most vulnerable populations.
  • Strong planning and organizational skills.
  • Demonstrated commitment to meet deadlines and high degree of autonomy in his/her work.

Education/qualifications:

  • Bachelor Degree University Degree in social sciences, humanitarian and/or development studies, Statistics, Management Information System, Business Administration, M&E, PCM or fields related to the position.

Languages:

  • Fluency in English, both written and verbal.
  • Fluency in Dari, Pashto, and/or other local languages appropriate to the target population.

  • Contract length: to 31st of December 2024 with the possibility of Extension.
