Back ground

 

World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. Position:         Monitoring Evaluation Accountability and Learning Officer

Report to:       Meal Coordinator

Location:        Rwamwanja & Kyaka II

Purpose of the position:

 

The MEAL Officer will be responsible for effective and high quality planning, implementation, coordination, monitoring, reporting of the 2-year general food aid project funded with funding from the World Food Program. The project will be implemented in some West Nile and south Western refugee hosting districts. The project will aim at achieving increased access to adequate and nutritious food to the crisis-affected people at the time of need. The job holder will be responsible for routine and data collection and analysis, performance monitoring, accountability to the affected populations (AAP) and capacity building of all MEAL staff in the designated geographic locations as will be determined by management. They will be guided by the MEAL coordinator to establish a robust MEAL system within the project at settlement level.

 

Key Outputs/Responsibilities.

 

Develop timely and high quality periodic reports

  • Develop monthly and quarterly departmental reports and shared with the FAO and the MEAL coordinator for reviews and subsequent sharing.
  • Write DMT reports in time for timely posting onto the GDMT database by the HIRO or any other staff designated to post.
  • Ensure that all important annexes of the reports are generated and these include CRM reports, On-site distribution reports, and Food basket monitoring reports.

 

Administration of project performance monitoring tools.

  • Administer performance monitoring tools to track project indicators in line with the project implementation plan.
  • Provide technical support to the field staff, beneficiaries and other stakeholders on program performance monitoring and evaluation according to program implementation plan, World Vision evaluation strategy and donor requirements.
  • Including performance reports to the respective project coordinators for effective decision making.
  • Conduct routine and periodic collection and analysis of data, providing both descriptive and inferential statistics that confirms status of project activities in the response based on log frames and M&E frameworks as well as qualitative analysis.
  • In addition, consolidates reports, at output level and shares with the MEAL Coordinator and managers on monthly, quarterly, mid-year and annually as per M&E Plan; including  implementation of program monitoring evaluation recommendations

 

Accountability to beneficiaries

  • Ensure programme Accountability to beneficiaries and donors is implemented in line with World Vision Uganda Programme Accountability Framework (PAF).
  • Establish robust accountability mechanisms within the project areas with a focus on age gender and disability. Work with the MEAL coordinator to train staff on accountability to the affected populations.

 

Capacity Building

  • Build capacity of MEAL assistant by coming up with  capacity development plan for the MEAL Assistants to enable them deliver in their respective roles as well as nurturing them to grow professionally.

 

Impact documentation, Learning and Knowledge management

  • Work with the MEAL Coordinator to develops/or administer knowledge management databases, principles, procedures and standards to institute effective knowledge management systems.

 

Qualifications: Education/Knowledge/Technical Skills and Experience.

  • University degree in a statistic, quantitative economics, development studies, demography, biostatistics or a related field is required.
  • A Post graduate Diploma in Monitoring and Evaluation will be an added advantage.
  • Minimum of three years of work experience managing data intensive programs in designing, monitoring, and evaluation methodologies is highly desirable. Knowledge of statistical data analysis packages e.g. SPSS, Epi-info, Nvivo, etc.
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators, is desirable. Should have relevant field experience in development, monitoring and evaluation of community-based projects especially in a refugee context.
  • Knowledge of M&E issues with respect to service delivery and support related to Education and protection, capacity development is desirable.
  • Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use is desirable.
  • This position requires a person who is self-starter, who can accomplish the task with minimal or no supervision. He/she should be able to manage a team of staff as well as cooperate with other units. He/she must be keen on details and well organized individual.
  • Report writing, research, monitoring and evaluation.
  • Minimum of 3 years M&E related work experience
  • Experience of data collection, collation, analysis, and report writing
  • Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive
  • Strong leadership, organizational and analytical skills, and ability to work under pressure
  • Excellent verbal and written skills in English.
  • Excellent computer skills, particularly with Microsoft Excel, spreadsheets
  • A PGD in Monitoring and Evaluation is preferred.
  • Minimum of five years of work experience managing data intensive programs in designing, monitoring, and evaluation methodologies is highly desirable. Knowledge of statistical data analysis packages e.g. SPSS, Epi-info, Nvivo, etc.
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators, is desirable. Should have relevant field experience in development, monitoring and evaluation of community-based projects especially in a refugee context.
