REPORTS TO : MEL Director BACKGROUND: The United States Agency for International Development (USAID) funded ClimAct Project is a 5-year Project that aims to generate systematic and transformative change for Bangladesh’s transition to net-zero, climate resilient Development. The Project is implemented by Winrock International and will work closely with the Ministry of Environment, Forest and Climate Change (MoEFCC) and other Ministries, Government Entities, Private Sector and Financial Institutions, NGOs, CSOs, Academic and Research Organizations, Youth Networks and Local Government Institutions (both Urban and Rural). Winrock International (WI) is currently recruiting for the position of MEL and MIS Officer in its project office in Dhaka to support the USAID ClimAct Activity. The MEL and MIS Officer will support implementation of the MEL strategy, focusing on development and implementation of intervention-specific-monitoring framework in line with the USAID results measurement. S/he will also play vital role in the development and functioning of the MIS to meet reporting requirements. The MEL and MIS officer will lead ongoing monitoring and data collection and the annual project review and planning cycle.

 

ESSENTIAL RESPONSIBILITIES: The MEL and MIS Officer will be responsible for managing project monitoring, evaluation and learning activities, including managing the existing MEL framework and tools, and putting in place data quality assurance processes to ensure the timeliness and validity of data entry and analysis at the field level. The MEL and MIS Officer will also be responsible for setting up the MEL data management (MIS) systems and training staff on operations and use of the systems. The MEL and MIS officer will support the MEL team to analyze learnings and outputs from activities and use these to refine project design and inform resource allocation based on potential for scale and replication. Monitoring and Evaluation: Support annual revisions to the project’s MEL Plan considering recommendations from the internal data quality assessment (iDQA) and ensuring alignment with the revised Winrock MIS system and funder requirements. Assists the MEL Director in developing monitoring and evaluation tools for data collection and quality assurance. Take part in organizing and carrying out data collection for various program uses by through periodic field visits Render support to ensure that the baseline study, mid-term and final evaluation is completed smoothly and effectively. Take measures to ensure timely and accurate reporting of quantitative and qualitative data by partners and other stakeholders. Undertake responsibilities for timely data analysis and reporting, including providing performance data for monthly, quarterly, and annual reports. Produce and update monitoring information including quarterly statistics for quarterly and annual reports. Collaborate with MEL Director to provide feedback to USAID on the design/delivery of the project’s final evaluation, as requested. Undertakes all other duties and projects as may be assigned from time to time. Data Management / Management Information Systems (MIS): Work collaboratively with Winrock’s MIS expert to create and implement Winrock MIS for data management and reporting. In collaboration with MEL Director, provide input to the Winrock MIS System on enhancements to data collection forms, calculation methods, user access/rights, form testing in Kobo Tools, and training of local staff on data entry in the new system. In collaboration with MEL Director, oversee data quality checks (including field visits, spot checks to assess data accuracy and backup documentation) and data management to promote evidence-based programming. Support MEL Director to ensure that all indicator data and associated disaggregates are submitted timely to USAID (and associated reporting systems) meet donor requirements and include a narrative that documents data sources and deviations, assumptions, and other potential data issues. Assist and provide technical expertise to develop the capacity of partners to collect relevant indicator data within their respective organization in accordance with the MEL plan. Validate data from partners and staff through field monitoring visits. Contribute to frequent (monthly/quarterly) updating of the centralized database system Learning: Support ClimAct team to develop comprehensive reports and strengthen a ‘Learning Culture’, organizing feedback and learning sessions with technical teams to communicate and interpret results of monitoring for adaptive management. Support capturing of lessons learned that enable analysis of data, context and emerging experiences as well as iterative adaptive management of the Activity’s technical approach and its targets and indicators to unpredicted challenges and opportunities posed by the market, socio-political environment, institutional capacities and other influences Collaborate with MEL Director to co-lead project learning activities and recommend adaptations to ClimAct’ implementation strategy based on MEL findings; Together with MEL Director, provide MEL leadership during project strategy sessions, target setting exercises, and annual work planning activities.

 

QUALIFICATIONS: Education and Work Experience: Master’s degree in MIS, CSE, Statistics, Public Policy, Economics or a related field. At least 6 years’ experience in the MEL/MIS role with international development projects. Demonstrated experience in performance measurement, indicator selection and monitoring, and data collection/analysis and reporting. Experience of managing large MIS/PMIS/Database and conducting timely data analysis and developing reports. SQL database experience preferred. Experience with data collection using mobile, tab or other digital devices strongly preferred. Experience using data to support evidence-based decision-making Experience of designing and managing multiple disaggregation variables (i.e gender, age, occupation etc.) for participant monitoring and database systems. Experience of conducting and supervising field-based quantitative and qualitative research in climate change and adaptation projects Experience with capacity building of enumerators and private sector partners Experience of conducting training for staff and partners in M&E and/ MIS Knowledge, Skills, and Abilities: Knowledge of environment, climate change, natural resource management, disaster management or any other relevant sector Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies Experience working with diverse partners (private and public sectors, in particular) and in multicultural settings. Experience with Open Data Kit (ODK), Kobo, and/or PowerBI, GIS, is preferred Advanced skills in word processing, spreadsheet, and presentation software (Microsoft), as well as statistical analysis applications (e.g. SPSS) Disposition to travel extensively in-country Fluency in English and local language(s) Flexibility and adoptability to work maintaining tight schedules Perform other duties as assigned.
