CONTEXT

GGGI is the implementing partner for two Korea funded projects in Central America, Strengthening Capacities of Women and Youth for Implementation of Climate Smart Agriculture (CSA) which will be implemented in El Salvador and is funded by Korea’s Ministry of Agriculture, Food and Rural Affairs and Korea-Mexico-Three Central American Countries Triangular Cooperation Project on Strengthening Capacities for Forest Landscape Restoration in Response to Climate Change which will be implemented in Guatemala, Honduras, and El Salvador and is funded by KOICA. GGGI also has a pipeline of climate change mitigation and adaptation opportunities to support our Member and partner governments in the region. Within this context, GGGI is seeking a Monitoring, Evaluation and Learning Associate based in San Salvador, El Salvador to support these two projects.

POSITION SUMMARY

Based in San Salvador, the Monitoring, Evaluation and Learning Associate is responsible for supporting the implementation of monitoring, evaluation, reporting and learning activities for the MAFRA and KOICA projects in Central America as well as other projects in the Central America program portfolio, as the needs arise. The Associate will work under the supervision of the Project Manager and will also coordinate closely with other GGGI Central America and LAC Regional Office team members and relevant partners as needed. S/he will become familiar with and follow KOICA, MAFRA and other donor reporting requirements as well as GGGI’s Corporate Results Framework and internal procedures and systems. S/he may collaborate with monitoring, evaluation, and reporting colleagues in Latin America and the Caribbean as well as other GGGI country programs and GGGI Headquarters, when appropriate.

PURPOSE
  • Support the design and implementation of monitoring and evaluation (M&E) frameworks and information systems, including project monitoring, evaluation, and capacity building plans
  • Ensure timely and high-quality monitoring and reporting according to GGGI´s internal systems, donor requirements and any variations of these that may come along the way
  • Lead the conceptualization and organization of capacity building plans, workshops and products
  • Lead and promote knowledge sharing with the project’s beneficiaries, stakeholders, staff members and HQ and project´s partners based on results achieved, lessons learned or best practice
  • Support with administrative related tasks related to GCF grant agreements as needed, including logframe updates, reporting, and communications
  • Support internal and external reporting for GGGI projects
  • Conceptualize, create and design communication content (infographics, video, brochures, flyers, communication strategies)
ENGAGEMENT
  • Liaise with key government counterparts, relevant partners, existing and prospective donors and officials as necessary to provide up to date project results
  • Engage with internal stakeholders including GGGI’s Evaluation Unit (IEU) and Strategy and Partnerships (SPC) in HQ and other relevant internal stakeholders to ensure monitoring and reporting requirements are being met as per GGGI’s Project Management Cycle
  • Support and accompany the LAC Regional Office and the Central America Program Lead in the establishment and maintenance of relationships with the donor community in the El Salvador and other countries in Central America
  • Build awareness within the project and regional team on the importance of monitoring, evaluation and learning and support all team members in ensuring high quality reporting and donor communication
  • Participate in regional MEL initiatives, and initiate learning within the country program, the region and GGGI’s global portfolio
DELIVERY
  • Design and implement M&E frameworks and tracking systems to track delivery against project targets, outcomes, and impacts, including developing and updating Excel spreadsheets, and updating online tracking systems.
  • Monitor GGGI Online and ensure timely submission of project logframes, monthly, quarterly and annual reports, and other project documents
  • Support the monitoring and tracking of program wide targets and indicators
  • Prepare and ensure timely submission of project monitoring plans, including developing and defining project indicators and sources of data, and contribute to annual work plans, quarterly and annual reports, and other project documents
  • Lead the monitoring and reporting of capacity building and knowledge sharing workshops and events
  • Support the design and implementation of workshops’ monitoring and learning frameworks to maximize effective learning and knowledge sharing
  • Support the conceptualization and development of case studies and presentations
  • Develop and update project risk management matrices
  • Prepare presentations and reports presenting project results, lessons learned and other relevant information
REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in communication, political science, monitoring and evaluation, economics, engineering, social sciences or other field related to GGGI’s work
  • A minimum of four4) years of relevant professional experience related to monitoring, evaluation, reporting, and learning
  • Demonstrated experience with managing data, Excel spreadsheets, reporting or tracking systems, and online systems
  • Familiarity with the logframe methodology
  • Experience with the UN system, other international organizations, bilateral cooperation entities or projects is a plus
  • Experience with Korean donors is a plus
  • Prior experience leading monitoring, evaluation, reporting, and learning at an NGO or international organizations is a plus
  • Full proficiency in Spanish and English is required

WORKING CONDITIONS
  • The Associate is an X6 grade level in GGGI’s National salary scale. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance.
