Specific responsibilities

1. Lead the development of the country evaluation plan and ensure evaluations are completedas per NRC Evaluation Policy and handbook.  Encourage the absorption of lessons and recommendations from evaluations, assessments, technical visits, and learning reviews.
2. Collaborate with the Head of Programmes  and Head of Programme Support Unit to determine suitable MEL indicators and initiatives that advance  MEL practice in the country office.
3. Capture and disseminate learning from global studies, evaluations, and annual learning reviews.
4. Institutionalize learning moments  by establishing systems for data analysis and utilization, supporting program managers in interpreting, and applying insights for strategic and programmed  decision-making.
5. Provide tailored solutions for programmes to track learning and recommendations, ensuring that learning moments  are institutionalised across  Project Cycle Management.
6. Offer guidance on innovation, technology, database management, and information management solutions needed at both global and country levels for MEL systems.
7. Ensure harmonization of monitoring approaches across  area offices to enable consistent analysis and reporting.
8. Work with senior Programme staff to enhance data literacy and promote the use of data and evidence in strategic planning.

What you will bring:

1.     At least 5 years of relevant experience in a related field.
2.     Advanced degree in economics, research methods, social sciences or in a related field.
3.     Significant experience in MEL in the humanitarian sector.
4.     Proven experience in the management of personnel.
5.     Advanced expertise in qualitative and quantitative data analysis and related tools.
6.     Experience working with local actors to implement and manage MEL systems.
7.     Demonstrated experience in facilitating training sessions and capacity sharing initiatives.
8.     Excellent communication, coordination, and interpersonal skills.
9.     Strong computer skills and proficiency in the Microsoft Office suite.
10.     Ability to mediate in high-stress scenarios with competing interest.
11.     Fluency in English, both written and verbal.

What We Offer:

• Duty station: Kyiv, Ukraine.
• Contract duration: 12 months
• Travel : 10% (domestic travel inside Ukraine)
• Salary/benefits: Salary according to NRC grade 9.
