Overview Research Triangle Institute (RTI) has over 30 years’ experience assisting governments, communities, and the private sector. RTI’s Sustainable Growth & Resilience (SG&R) technical unit within the International Development Group brings together RTI experts and capabilities across food security, agriculture, energy, environment, water, governance, and economic opportunity. SG&R will leverage RTI’s experience designing and delivering multisectoral programming and technical solutions to respond to climate change, build resilience, and promote economic growth around the world. SG&R’s Global Food Security and Agriculture portfolio is working to strengthen agricultural markets, engage youth and women as critical leaders of the on- and off-farm workforce, and tackle the dual burden of malnutrition around the globe. RTI’s work is helping foster stronger food systems, reduce malnutrition in all its forms, build resilience and engage the next generation of food security leaders. RTI is currently partnering on nearly 30 projects in East Africa, including activities focused on private sector-driven agricultural growth in Rwanda and market systems development in Kenya. Project Description The Food Security and Agriculture division within the International Development Group is implementing the Feed the Future Rwanda Kungahara Wagura Amasoko (KWA) project to boost economic growth by facilitating increased high value agricultural exports. KWA applies a market systems approach supporting Government of Rwanda, the Private Sector and Civil Societies to fulfill their mandates and align incentives to promote investment. Focusing on 13 districts, the project aims to foster an inclusive and resilient environment in which high-value agricultural export businesses can thrive. This is being achieved through 2 key objectives (i) facilitating an inclusive and resilient policy and regulatory environment and (ii) supporting local actors to attract investment. Position Description RTI is seeking a Monitoring, Evaluation, and Learning (MEL) Advisor for the USAID Feed the Future Rwanda KWA project. The MEL Advisor provides overall strategic leadership for monitoring, evaluation and learning components of this Activity. The MEL Advisor is responsible for research, information and knowledge management of the Activity. S/he develops monitoring and learning tools, leads evaluation/assessments and reporting. The Advisor is responsible for developing the Activity MEL Plan that includes appropriate indicators, baseline data, and results and produces timely, accurate, and complete reports. S/he also is responsible for developing and implementing a clear plan for collaboration and developing a strategy for sharing learning and adaptation. The MEL Advisor is based in Kigali, Rwanda, and reports to the Chief of Party. Responsibilities Your primary responsibilities will include but not be limited to: Provide overall strategic leadership for MEL components. Responsible for research, information, and knowledge management. Update monitoring and learning tools and build staff capacity to use tools. Lead evaluation, assessments, reporting, and learning activities. Update and oversee implementation of Activity MEL Plan (AMELP). Monitor the implementation of the collaboration plan. Implement existing strategy for sharing learning and adaptation. Supervise the MEL team. Qualifications Bachelor’s Degree in a relevant field to monitoring and evaluation (M&E) such as social science, economics, statistics, research methods, etc. and 12 years of experience, or a Master’s degree in a relevant field and 10 years of experience, or a PhD in a relevant field and 6 years of experience, or equivalent combination of education and experience. At least five years relevant professional experience managing, monitoring and evaluating complex development activities. Demonstrated experience with monitoring and evaluation tools/ approaches/ practices, including data analysis and report writing, that emphasize system- or market-wide results and impacts across multiple programs/ activities, stakeholders and geographic regions. Demonstrated experience with USG-funded program management, policies, regulations, and procedures. Demonstrated experience in facilitating and leading learning and adaptation processes within an activity-based framework. Ability to work throughout Rwanda. Proficiency in English
