Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning, and Adapting (CLA) Director, Kyrgyzstan

ACDI/VOCA is seeking a MEL & CLA Director for an upcoming Green Economy Activity in Kyrgyzstan funded by USAID. The anticipated program will address climate related issues in the economy of Kyrgyzstan. The Activity will include work on a policy framework for sustainable and green solutions in the economy and the promotion of practices that contribute to a green economy within the private and public sectors.

The MEL & CLA Director will be responsible for developing and managing the program’s performance monitoring plan, as well as developing appropriate qualitative and quantitative measurement tools. The program is anticipated to start in 2043 and this position will be based in Kyrgyzstan.

Responsibilities

  • Provide strategic leadership and oversight for learning and knowledge exchange.
  • Ensure that effective reporting, data collection, and monitoring systems are in place.
  • Coordinate with program teams to develop and update the Performance Monitoring Plans and work with the donor on implementation and updating.
  • Ensure M&E quality and standards adhere to guidelines and industry standard good practices. Recommend adjustment of policies and strategies where required.
  • Track and analyze project indicators and other useful statistics and prepare high-quality and timely reports using the recommended formats and communication channels.
  • Conduct regular field visits to monitor community projects for compliance, efficiency in implementation, and overall satisfaction of beneficiaries and stakeholders.
  • Provide capacity building and technical assistance to ACDI/VOCA and partner organization staff in the utilization and management of monitoring and impact assessment tools
  • Complete/oversee impact assessment, midline, and end line surveys to assess positive and negative, intended and unintended impacts of Activity interventions.
  • Actively participate in the knowledge management system to capture relevant formal and informal information that will inform decisions, support project reporting requirements and foster learning within the project.
  • Support and guide design of interventions to increase the flow and effectiveness (leading to behavior change) of information based on assessments allowing for ongoing shifts.
  • Organize and facilitate regular staff meetings to share experiences and lessons.

Qualifications

  • Bachelor’s degree in monitoring and evaluation, development studies, research methods, quantitative or qualitative analysis, economics, statistics, or relevant field is required; master’s degree is preferred.
  • Minimum 10 years of progressively responsible experience managing the MEL and/or CLA component of a donor-funded project, USAID preferred.
  • Knowledge of USAID rules and regulations preferred.
  • Familiarity with applying the CLA approach to management is desired.
  • Proven experience and skills in quantitative and qualitative research methods, survey design and implementation, statistical data analysis required.
  • Demonstrated experience building the capacities of staff and partners in research methods and design preferred.
  • Experience working in Kyrgyzstan preferred.
  • Fluency in English is required. Proficiency in Russian and/or a local language is required.
