CONTEXT

The incumbent will support GGGI LAC Regional Office activities as well as a Global Program on Sustainable Finance. GGGI’s LAC Regional Office, located in Mexico City, Mexico manages and coordinates GGGI’s portfolio of programs across the Latin America and Caribbean Region. The LAC Regional office engages with regional organizations, develops new programs, manages engagement with countries interested in joining GGGI as a Member, and oversees the implementation and communication of results across eight country programs. The LAC regional office is led by the Director & Head of Programs Latin America and the Caribbean.

In addition to the work of the regional office, the MEL Senior Assistant is expected to support a global program on Sustainable Finance. GGGI, through the generous support of the Government of Luxembourg is delivering sustainable finance technical assistance to developing countries in Latin America, Africa and Asia through the Global Trust Fund on Sustainable Finance Instruments. GGGI’s technical assistance will support enhancing national policy frameworks, build capacity of prospective sustainable bond issuers, mobilize USD 2 billion for NDC and SDG activities via thematic bond issuances and promote knowledge sharing and learning.

Based in Mexico City or Bogotá, the MEL Senior Assistant will support the implementation of monitoring, reporting, and learning activities for the LAC regional office and global programs, as appropriate. The Senior Assistant will work under the supervision of the LAC Regional Office MEL Senior Associate and will also coordinate with LAC Regional Director and Program Manager of Global Trust Fund.

The position focuses on supporting high quality monitoring and reporting in line with GGGI’s Corporate Results Framework (CRF), donor requirements, and country needs. The MEL Senior Assistant will support on the management of high-quality project data and management in GGGI Online (GGGI’s online system for the management and administration of projects), contribute to log frame development, support reporting processes, and knowledge sharing and learning across the portfolio.

S/he will become familiar with organizational frameworks and strategies as well as donor reporting requirements to support country teams in ensuring the delivery of high-quality donor reports, articulate results and share the impact of GGGI’s work. The Senior Assistant will also collaborate with MEL colleagues in Latin America and the Caribbean as well as other GGGI country programs, and GGGI Headquarters when appropriate. All activities will be delivered in line with GGGI tools, systems, and policies.

PURPOSE
  • Support the design and implementation of monitoring and evaluation (M&E) frameworks and information systems, including project monitoring, evaluation, and capacity building plans.
  • Assist in timely and high-quality monitoring and reporting according to GGGI´s internal systems, donor requirements and any variations of these that may come along the way.
  • Support the conceptualization and organization of capacity building plans, workshops, and products.
  • Assist the promotion of knowledge sharing with the project’s beneficiaries, stakeholders, staff members and HQ and project´s partners based on results achieved, lessons learned or best practice.
  • Support MEL tasks in LAC programs without a full time MEL staff, including log frame updates, reporting, and results communication.
  • Support internal and external reporting for GGGI projects including monthly, quarterly, and end of year reports.
  • Provide inputs to communication products (infographics, video, brochures, flyers, communication strategies) that highlight results across the region.
  • Provide inputs to concept notes and proposals and play a key role in ensuring the submission of high-quality log frames.
  • Provide support to country programs on monitoring, results reporting, knowledge sharing, and strategic outcome calculation.
  • Assist in the training of new MEL staff to ensure high quality reporting and delivery standards.
  • Support internal and external reporting for GGGI projects.
  • Conceptualize, create, and design communication content (infographics, video, brochures, flyers, communication strategies).
ENGAGEMENT
  • Work closely with the MEL Senior Associate and relevant units in GGGI to keep in line with rules, regulations and ensure high quality of information.
  • Engage with internal stakeholders including GGGI LAC Regional Office Staff, Global Trust Fund Team, Country Representatives, Country team staff, other Regions (Asia, Africa, Pacific, Middle East), GGGI’s Evaluation Unit (IEU) and Strategy and Partnerships (SPC) in HQ and other relevant internal stakeholders to ensure monitoring and reporting requirements are being met as per GGGI’s Project Management Cycle and in line with GGGI’s Corporate Results Framework and Strategy 2030 Targets
  • Build awareness within projects and regional team on the importance of monitoring, evaluation and learning and support all team members in ensuring high quality reporting.
  • Engage with global and regional LAC colleagues through global and regional MEL initiatives, and initiate learning within the country program, the region and GGGI’s global portfolio.
DELIVERY
  • Support the design and implement M&E frameworks and tracking systems to track delivery against project targets, outcomes, and impacts, including developing and updating Excel spreadsheets, and updating online tracking systems.
  • Monitor GGGI Online and ensure timely submission of project log frames, monthly, quarterly, and annual reports, and other project documents.
  • Support the monitoring and tracking of program wide targets and indicators.
  • Assist in the preparation of project monitoring plans, including developing and defining project indicators and sources of data, and contribute to annual work plans, quarterly and annual reports, and other project documents.
  • Support the monitoring and reporting of capacity building and knowledge sharing workshops and events.
  • Support the design and implementation of workshops’ monitoring and learning frameworks to maximize effective learning and knowledge sharing.
  • Support the conceptualization and development of case studies and presentations.
  • Support in the development and update project risk management matrices.
  • Prepare presentations and reports presenting project results, lessons learned and other relevant information.
REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in economics, political science, monitoring and evaluation, communication, engineering, natural sciences, or another field related to GGGI’s work.
  • A minimum of 3 years of relevant professional experience related to monitoring, evaluation, reporting, and learning, and data collection.
  • Demonstrated experience with managing data, Excel spreadsheets, reporting or tracking systems, and online systems.
  • Familiarity with the log frame methodology, including the development of indicators and measurement of impact.
  • Experience with the UN system, other international organizations, bilateral cooperation entities or projects is a plus.
  • Prior experience leading monitoring, evaluation, reporting, and learning at an NGO or international organizations is a plus.
  • Experience in data visualization is a plus.
  • Proficiency in Spanish and English is required.
  • Must be a Mexican or Colombian citizen, and/or have a valid work permit for Mexico or Colombia

WORKING CONDITIONS

The Monitoring, Evaluation and Learning Senior Assistant, is an X5 grade level in GGGI national salary scale. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance.
