Key Responsibilities:
M&E Officer will be responsible for designing and updating project recording and reporting forms as well as plan for and facilitate project review meetings, consolidate data, assist BMU with NTP recording and reporting, maintain TS database and trained community members, and assist in monitoring/verifying TSS patient records before update of logical framework. S/he will also report to the NCD Provincial Health Authority M&E officer for collation of all quarterly BMU reports for NCD and also provide assistance and support to the Province wherever necessary.
To take the lead in the areas of reporting the project and program indicators from all Community Treatment Supporters within NCD as well as the 14 BMUs and ensure that program targets are achieved and activities implemented as planned.
MAJOR ROLES & RESPONSIBILITIES
Project implementation and community engagement
Under the supervision of the Clinical Supervisor:
- Responsible for encoding the following:
- Data required to implement the performance Monitoring Plan (PMP) eg: number of staff trained on clinicians training
- Monthly checklist submitted by TSS and CPS
- Responsible for maintaining and filing hard copies all M&E reports Liaise with Key project staffs to obtain the information required for encoding and filing
- Ensure regular back-up of project database
- Assist in archiving and storage of programmatic data for the project
- High Quality of Documentation
- Support the development of data collection systems and tools for the community group activities.
- Facilitate data collection from community intervention activities and health facilities and its submission to Project Manager.
- Prepare and submit timely weekly, monthly and quarterly reports on the activity implementation progress.
- Wherever necessary, assist NCD Health Services in data encoding, and ensure that;
- Prior to encoding, BMU reports have been reviewed for quality by the Community Project supervisor
- After review, encoding immediately follows to avoid any delay to the NCD Health Services so that these reports can be submitted on time to NTP
- Project Manager is immediately aware of incomplete or inconsistent reports

- Provide leadership and manage capacity building of the team members
- Mentor and coach team members, treatment supporters supervisors and Clinical team implementation of their advocacy role as per the data collected

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE
- At least one year experience in implementing community health program and formation and supporting functionality of community volunteers.
- Experience building capacity at individual and organizational levels;
- Excellent written and verbal communication or interpersonal skills is a must.
- Good analytical skills and ability to support a cross section of frontline health and community workers Resides in NCD
- Diploma/ Degree course in IT, Health Administration or relevant work experience in data encoding
- At least two or more of the following technical areas: strengthening service delivery programs at the community level, strengthening community-facility linkages, psychosocial support, and integrating health service delivery into community structures.
