Org. Setting and Reporting

This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Central Africa Republic (MINUSCA). The Movement Control Assistant will be based in Bangui and report to the Chief Movement Control and Chief Joint Movement Control Centre (JMCC).

Responsibilities

Within delegated authority, the Movement Control Assistant will carry out the following duties:

Joint Movement Control Centre duties/Passenger Booking duties:
• Supervises JMCC, Cargo Units International, UNV, National, and Contractor staff.
• Receives customer requests through Movement of Personnel (MOP) and cargo Movement Request (CMR) Forms for transportation of passengers and cargo (Including dangerous goods requiring special handling) within and or outside a field mission.
• Assist in deter planning and scheduling the movement of passengers and cargo from military and police units provided by Troop/Police Contributing Countries.
• Assists in determining the most efficient and cost-effective modes of transport for passengers and cargo (Including dangerous goods requiring special handling) within and/or outside a field mission.
• Coordinates required transportation activities with the Aviation, Transport Units/Sections and/or commercial transportation service providers.
• Manages the Third Party Logistics (3PLs) inland transportation contract.
• Liaise with other UN units/sections, non-government and government organizations, and intergovernmental agencies on immigration and customs matters.
• Assist in analyzing projected passenger and cargo flows to estimate required resources.
• Records statistical data on the movement of passengers and cargo (Including dangerous goods requiring special handling) within and/or outside a field mission.
• Monitors contracts for the provision of transport support and evaluates vendor’s performance in coordination with the Contracts Management and/or the Procurement Unit/ Section.
• Organize the movement coordination meeting to articulate all parties responsibilities to ensure a seamless rotation of contingent personnel or COE.
• Follow up with the Movement Control Section (MCS) and the respective military or police contingents when deployment, rotation and repatriation of contingent personnel or COE are performed under Letter of Assist (LOA).
• Assist the MovCon budget officer/assistant to maintain accurate financial data
• Verify and clear the Long-Term Air Charter (LTC) invoices prior to submission to MovCon budget officer/assistant for processing.
• Draft the Movement Order and ensure dissemination to the concerned parties
• Facilitate movement of passenger and cargo at the international airport, including clearing immigration and customs
• Coordinate with passenger booking office and Mission Air Operation Center to ensure accuracy of information and availability of air assets for the internal flights.
• Establish close coordination with COE Unit to ensure, Military and Police contingents are eligible to rotate their respective COE.
• Maintain extensive knowledge on Aviation safety rules and regulations.

Airfield/Terminal/Transport/ Movement Control Office duties:
• Supervises a team of movement control assistants, passenger clerks, and cargo handlers
• Coordinates the provision of passenger and cargo handling services (including dangerous goods requiring special handling) in support of a field mission from the established movement control facility and monitors that all activities are carried out in accordance with the UN rules, regulations, and applicable safety procedures.
• Complies with passenger and cargo manifests and communicates them to aircrew, surface transport, and riverine personnel.
• Monitors that aircraft, vehicles, and vessels are loaded in accordance with passenger and cargo manifest.
• Brief passengers on schedules, routes, timing, and safety requirements.
• Conduct check-in and check-out activities for outgoing and incoming passengers and cargo.
• Participates in the integrated search and rescue operations for the UN assets and other assets upon request and coordinates the availability and operational readiness of the required personnel and equipment.

Administration and other duties
• Maintains the electronic databases in accordance with the established procedures and deadlines.
• Participate in preparing Note Verbale for Deployment, Rotation, and Repatriation of troops, COE, and charted flights.
• Follow up with Mission and Governmental entities to approve the Note Verbale document for Troops and COE deployment, Rotation, and Repatriation.
• Monitors that appropriate reference documents are current, readily available, and accessible to all relevant personnel.
• Participates in developing the standard operating procedures for the related movement control processes.
• Participates in developing budget proposals for the mission’s movement control operations.
• Participates in preparing operational plans, performance reports, and responses to internal and external audit observations.
• Participates in developing technical specifications for goods and services and provides inputs to the responses to bids and evaluations to ensure that the vendor’s proposal meets technical requirements.

• Perform other related duties as required.

Education

A high school diploma or equivalent is required.

Job – Specific Qualification

A valid International Air Transport Association (IATA) or International Maritime Organization
(IMO) Dangerous Goods Certification is required.

Training in planning, coordinating, and controlling of at least two (2) modes of transport is required.

Work Experience

A minimum of eight (08) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management, or a related field is required.

Experience in using International Air Transport Association (IATA) or International Maritime Organization (IMO) rules and procedures for transporting dangerous goods is required.

Experience in international operations in a post-conflict environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
