PROJECT BACKGROUND

GGGI has been appointed by the Government of Nicaragua to act as Delivery Partner and assist them in the elaboration of the National Adaptation Plan (NAP) with financial support to be requested from the Green Climate Fund (GCF) under their readiness support program for NAP processes. The elaboration of the NAP will be a people-centered, participatory, inclusive and culturally sensitive planning processes, that will take into consideration the views, needs and expectations of different actors of the Nicaraguan society, including indigenous and afro-descendant communities. GGGI is committed to ensuring that the process of engagement with stakeholders facilitates and guarantees that the required dialogue with all actors is genuine and that all views are incorporated effectively into the NAP.

In parallel, GGGI continues its efforts to support Central American nations to achieve their sustainability and green growth targets through the leveraging of Climate finance. To this end GGGI is exploring partnership opportunities with the Central American Bank for Economic Integration (CABEI) in the development of a new pipeline of climate projects. With the Republic of Korea recently joining CABEI as a non-regional member country, GGGI will be well placed to support CABEI and the ROK in the identification and design of efforts to build resilience and establish decarbonization pathways in the region.

OBJECTIVES OF THE ASSIGNMENT

The Consultant will act as a focal person for coordination between government ministries and GGGI colleagues across LAC offices and HQ (Seoul). The Consultant will draft the GCF proposal and related documents in both Spanish and English and coordinate the needs of stakeholders in Nicaragua and separately s/he will work on the CABEI projects for countries across Central America.

More specifically the consultant will also be responsible for the development of two high-quality project CCA concepts notes; these will focus on blue economy, transport or sustainable tourism and will be discussed and prioritized. In collaboration with GGGI and CABEI, the Consultant will document two potentially investable CCA project concepts that align with CABEI and GGGI’s investment objectives in Central America. These project concepts will promote CCA and resilience and low carbon development and should be informed by key adaptation planning documents to ensure they address priority needs.

The consultant will be responsible for the following deliverables:

  1. Consultation Implementation Plan

The Consultant will prepare an implementation plan for the delivery of deliverables 2 and 3 in collaboration with the GGGI project lead. This plan will include a timeline for the delivery of the final NAP proposal and a consultation plan for the development of the concept notes and projects. This implementation plan must be approved by the Director and Head of Programs Latin America and the Caribbean and the Regional Lead for Adaptation, LAC.

  1. GCF Readiness proposal for National Adaptation Planning

GGGI will work with the Government of Nicaragua to develop a GCF Readiness proposal for Adaptation Planning (readiness objective 3). The project will include experts from GGGI based in the LAC region and in GGGI’s Headquarters in Seoul in coordination with government counterparts in Nicaragua.

The Consultant will work with GGGI and the Government of Nicaragua—with the Ministry of Finance and Public Credit as the focal point—to deliver a detailed proposal for the GCF requesting readiness support for adaptation planning. Roles of the Consultant will include:

  • Communication with government counterparts;
  • Coordination with government counterparts to outline adaptation needs to be incorporated into the readiness proposal;
  • Review of existing Nicaraguan adaptation policy and law;
  • Drafting of proposal content in collaboration with GGGI and government counterparts.

3. Two CABEI Project Concept Notes

The Consultant will develop two PCNs for proposal to CABEI in collaboration with GGGI’s LAC regional office. These proposals will promote climate change adaptation and resilience in Central America in alignment with objectives of CABEI and GGGI regionally. Roles of the Consultant will include:

  • Assessing project priorities with GGGI’s LAC regional desk and those of CABEI
  • Assessing priority adaptation and resilience needs in Central America that could be targeted by the proposed projects. Thematic sectors could broadly include:
  • Climate Resilient Agriculture, Sustainable Forests, Coastal Resilience, Waste Management, Green Buildings, or Green Industries, as defined by GGGI’s Programmatic Solutions.
  • Initial outreach and coordination with relevant government agencies
  • Support initial outreach and coordination with CABEI in collaboration with GGGI Colleagues
  • Drafting of two CABEI PCNs

Deliverables 1 and 2 will be submitted in English with executive summaries in Spanish. Deliverable 3 will be submitted in Spanish with executive summary in English.

Deliverables must be reviewed and approved by GGGI staff before payment is made.

EXPERTISE REQUIRED

The description of required expert may be split into following parts:

  • Degree in social science, natural or climate science, engineering or relevant field;
  • Preferably 5 years of relevant experience working with the GCF, NAPs, Adaptation, and other relevant fields
  • Preferably 5 years of relevant experience working in Nicaragua and/or Latin America;
  • Native Spanish speaker;
  • English proficiency is required;
  • Preferably an expert that is familiar with Nicaraguan climate change and public policy
