ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The UNIDO Country Office (CO) covers UNIDO’s programs in Tunisia and is responsible for representing UNIDO in the host country to promote the Organization as an effective development partner and to maintain close contacts with local stakeholders at the country level, including Government Institutions and International Entities.
The UNIDO Country Representative (UCR) leads the activities of the CO: identifying national development priorities and donor financing in the host country and covered countries; contributing to the formulation and development of technical cooperation projects and programs, in collaboration with relevant technical departments and other appropriate organizational units; coordinating and reporting on UNIDO activities in the host country; providing inputs into the development of regional strategies and policies; and strengthening dialogue with the government, private sector, other United Nations organizations, bilateral and multilateral assistance providers, including development financing institutions.
MISSION OBJECTIVES AND FRAMEWORK
For over three decades, Tunisia and UNIDO have been closely cooperating. The beginning of this partnership dates back over 30 years when UNIDO established its dedicated mission in the mid-1990s. This longstanding collaboration between Tunisia and UNIDO encompasses a diverse range of initiatives and projects, all working towards the common goal of promoting inclusive and sustainable industrial development.
This shared objective underscores their joint commitment to creating new economic prospects, improving quality of life, and promoting a robust and environmentally respectful future.
The current collaboration involves the implementation of 12 projects under UNIDO’s direction, with a total budget of approximately 35 million US dollars. These projects cover several sectors, including crafts, agriculture, environment, industry 4.0, promoting women’s empowerment, and fostering Arab cooperation in accreditation.
With the aim of highlighting the results and achievements obtained in Tunisia, the UNIDO Office in Tunisia is considering hiring a local expert in communication and visibility to:
Given his position, the National Expert in Communication and Visibility is expected to manage the update and implementation of the communication strategy of the UNIDO Country Office (CO) in Tunisia, with the aim of ensuring better visibility of UNIDO Tunisia projects, through the implementation of the following tasks.
MAIN TASKS
Under the direct supervision of the UNIDO Representative in Tunisia and in collaboration with the communication teams of the various ongoing projects, the position holder will undertake the following tasks:
– A comprehensive institutional communication strategy for the Tunisia office, aimed at ensuring coherence and identity of UNIDO in Tunisia and enhancing visibility of national and regional projects.
– An internal communication strategy aimed at effectively sharing information regarding different projects and promoting synergies while avoiding duplication of efforts.
ORGANIZATIONAL REQUIREMENTS
Education
An advanced university degree in communication, journalism, information, or any other relevant discipline is required.
Technical and Functional Experience
At least 5 years of practical experience in the field of communication and visibility, including international experience involving technical cooperation in developing countries, are required. Experience in using various software to develop visibility materials is necessary. Experience in donor-funded programs is desirable.
Languages
Proficiency in English, French, and Arabic, both written and spoken, is required.
