Duties and Responsibilities
Background The United Nations Country Team (UNCT) Bahrain will hold a two-day retreat from 28-29 April 2025 in Manama, Bahrain, focusing on advancing the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2025-2029. The retreat will provide a structured platform for reviewing progress, strengthening collaboration with government stakeholders, and exploring funding and partnership opportunities. To ensure the effective facilitation of this retreat, a National Consultant is required to prepare, facilitate, and document key outcomes from the sessions. The consultant will engage with UNCT members, government representatives, and other stakeholders to guide discussions and ensure alignment with the retreat’s objectives. The consultant will report directly to the Head of the RCO Bahrain and work closely with the Resident Coordinator, the UNCT, and RCO team throughout the engagement. The objective of this consultancy is to provide expert facilitation for the UNCT retreat, ensuring structured discussions, effective engagement with participants, and comprehensive documentation of key decisions and outcomes. Duties and Responsibilities The consultant will undertake the following tasks: a. Preparation Phase (2 Days): • Review background documents, including the UNSDCF 2025-2029, previous UNCT meeting notes, and government priorities. • Engage with the Resident Coordinator’s Office (RCO) Bahrain to finalize the agenda, discussion topics, and expected outcomes. Conduct pre-retreat consultations with key UNCT stakeholders as needed. • Develop facilitation materials, including guiding questions, presentation slides (if required), and session structures. b. Retreat Facilitation (2 Days): • Guide discussions, ensuring active engagement of participants, maintaining focus on key themes, including UNSDCF progress, government collaboration, funding strategies, and private sector engagement. • Encourage open dialogue and provide structured inputs for strategic decision-making. • Summarize key takeaways at the end of each session. c. Post-Retreat Reporting (1 Day): • Prepare a comprehensive retreat report, including session summaries, key outcomes, commitments, and action points, while providing recommendations mainstreamed by participants for follow-up actions based on discussions. • Submit the final report to RCO Bahrain within five working days after the retreat.
Qualifications/special skills
Master’s degree in Public Policy, International Development, Strategic Planning, or related fields is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. Minimum 7 years of experience in facilitating high-level strategic discussions within the UN, government, or development sectors is required. Strong knowledge of UN programming principles, SDGs, and UNCT processes is required. Experience in multi-stakeholder engagement and policy dialogue is required. Excellent communication and report-writing skills in English is required. Familiarity with the development context of Bahrain is desirable. Strong experience in process facilitation and inclusive stakeholder engagement processes is desirable. Experience with Government of Bahrain is desirable. No conflict of interest such as recent or expected employment by UNCT members or implementing partners, private relationships with any UNCT members of staff or government counterparts or implementing partners; participation in the design, implementation or advising CRR being evaluated, among others).
Languages
English and French are the working languages of the United Nations Secretariat; For this position, fluency in English and Arabic is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
