Background:
As part of ongoing commitment of the OSCE Programme Office in Dushanbe (POiD) to support Tajikistan in advancing a green economy, the project previously assisted the Ministry of Economic Development and Trade (MEDT) in implementing the first action plan of the 2023–2037 Green Economy Strategy. This support included capacity-building events in the regions and Dushanbe as well as the development of informational materials summarizing key aspects of the Strategy.
Building on this effort and as part of continued support for the Green Economy Strategy, the POiD will assist the MEDT in developing the next Strategy Action Plan for 2026–2028. To this end, a national consultant will be engaged to work closely with the MEDT, ensuring the Action Plan is comprehensive and effectively addresses priority areas. This approach will help to align public awareness efforts with policy development, reinforcing sustainable development goals.
Objective of Assignment:
The objective of this assignment is to develop the next Action Plan for 2026–2028 on Green Economy Development Strategy (GEDS) related to the effective use of green energy and ensuring energy efficiency.
Duration of Assignment:
Three months.
Tasks and Responsibilities:
Under the supervision of the National Environmental Officer, the successful candidate will be tasked with the following duties:
Assist the team leader in preparing a work plan, incorporating relevant inputs;
Support the collection and updating of data on the protection and sustainable use of natural capital, as well as the reduction of greenhouse gas (carbon) emissions;
Facilitate cooperation with stakeholders, including ministries, departments, development partners, the private sector and civil society, in developing the relevant section;
Organize and participate in meetings with all relevant stakeholders involved in the development of the section;
Assist in developing sector-specific indicators;
Contribute to the preparation of a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis on the protection and sustainable use of natural capital and the reduction of greenhouse gas (carbon) emissions;
Support data collection efforts related to the protection and sustainable use of natural capital and the reduction of greenhouse gas (carbon) emissions;
Review the entire document before sharing it with partners;
Ensure that all stakeholder comments and feedback are collected and incorporated into the draft Action Plan for 2026–2028 of GEDS;
Update the draft document of the relevant section based on feedback received from partners;
Assist in finalizing the section, obtain approval from the team leader, and submit it to the Ministry of Economic Development and Trade of the Republic of Tajikistan.
University degree in environmental studies, environmental management, economics, public administration or a related field;
Minimum of five years of relevant experience in environmental policy, green economy, sustainable development or related fields in Tajikistan;
Proven experience in developing strategic documents, action plans, or policy frameworks related to environmental governance, green economy or climate change adaptation.
Experience in working with government institutions, development partners, private sector actors and civil society organizations.
Strong ability to analyze environmental and economic trends, conduct SWOT analyses and develop relevant sector indicators.
Excellent report-writing, coordination and presentation skills.
Professional fluency in Tajik and Russian with excellent communication (both oral and written) skills; professional fluency in English would be an asset;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
