Background

UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women works across aspects of governance that can accelerate progress towards gender equality, helping to bridge the gap between national development strategies and gender equality plans.

Promoting the implementation of Gender Responsive Budgeting (GRB) is a key focus under the Governance, Peace and Resilience portfolio of UN Women Indonesia Country Office. In line with efforts to achieve the global gender equality target outlined in SDGs 5 by 2030, as well as commitments under the Convention on the Elimination of Discrimination Against Women (CEDAW) and the Beijing Declaration and Platform for Action (BPfA), Indonesia has made significant progress in mainstreaming gender into its national plans. This is supported by the issuance of Presidential Instruction No. 9 of 2000 on Gender Mainstreaming in National Development. Progress is measured through various factors reflecting gender equality, as included in the Gender Inequality Index (GII) survey components.

In the 2025-2045 National Long-term Development Plan (RPJPN), gender inequality is identified as a major development obstacle, reflected in ongoing disparities, high-levels of gender-based violence, low recognition of unpaid care work, stagnating female workforce participation, and low representation of women in strategic positions and decision-making roles (KPAPO-BAPPENAS, 2024). Nevertheless, several efforts are underway to strengthen the regulatory framework by upgrading the National Strategy for Accelerating Gender Mainstreaming (PUG) from Presidential Instruction to Presidential Regulation (Perpres). The Government has also issued regulations – Permenkeu No. 62/2023 and Permen PPN/Bappenas No. 10/2023 – to accelerate the gender mainstreaming process by using performance-based budgeting and planning. These efforts are also carried out at the regional level, in line with the preparation of regional medium-term development planning (RPJMD 2025-2029) at the provincial and district/city levels.

In Public Financial Management, gender-responsive planning, budgeting, implementation, monitoring, evaluation, and reporting aim to strengthen governance and address the entire population in a gender-equitable manner. The National Strategy for Gender Mainstreaming (PUG) focuses on integrating gender perspectives into all stages of the development process, ensuring policies address the needs and experiences of both women and men to achieve Gender Equality. (KPPPA, 2023).

Within this context, and to continue the support to the Government of Indonesia (GoI), UN Women seeks to recruit a National Consultant to develop a concept note and to provide support and technical assistance in institutionalizing gender mainstreaming, including strengthening partner capacities to apply mainstreaming strategies into annual and programmatic planning, budgeting, and monitoring processes.

Duties and Responsibilities

Scope of Work

The activities of this consultancy will be undertaken under the overall strategic guidance and direction of Governance, Peace and Resilience Programme Manager, and with day-to-day reporting to the Programme Analyst for Governance and Women, Peace and Security. The consultant will also work with government representatives at National and Sub-National level, civil society, and other relevant stakeholders.

The consultant will undertake the following tasks:

  • Conduct a desk review and develop a detailed workplan with timeline, outline and methodology to conduct the tasks outlined in this TOR;
  • Take the lead and work jointly with the Governance team in conducting an analysis, identifying existing gaps and supporting the development of checklists on GRB entry points for sectoral issues in Indonesia.
  • Provide technical support in the development of a concept note on the future GRB interventions in Indonesia through UN Women programming.
  • Based on existing gender analysis, provide mentoring support to selected Ministries/Agencies/Regions to engender their budget circulars, planning and budgeting through tailored interventions based on the needs and capacities of each Ministry/Agency/Region;
  • Deliver training of trainers or capacity building workshop on gender responsive programme planning and budgeting to public officials from targeted Ministries/Agencies/Regions.
  • Submit detailed final assignment report with description of undertaken activities, their results, with recommendations for UN Women for further improvement of work on GRB in Indonesia.

Specific Tasks and Responsibilities

Task 1: Conduct a Desk Review and Submit an Inception Report including Methodology, Tools and Work Plan

  • Undertake a desk review and mapping of key ongoing initiatives supporting GRB implementation in Indonesia.
  • Review lessons learned from GRB interventions by UN Women, other UN agencies, and other development partners in recent years.
  • Identify opportunities for synergies with ongoing program initiatives.
  • Develop and submit an inception report detailing the consultancy’s methodology, tools, work plan, and timeline.
  • The desk review will also be conducted by consultant for the following purposes:
    • Analysis of gender mainstreaming implementations at Regency/City level, focusing on specific thematic issues, particularly Sexual and Reproductive Health and Rights (SRHR), and Gender Based Violence (GBV) in Jember, East Lombok, Palu, as well as on HIV-AIDS issues in Medan, Denpasar, and Semarang, and other regions within UN Women’s targeted locations.Map achievements on the implementation of GRPB within the 2024 budget, focusing on gender-disaggregated data, identifying gaps, and analyzing the results of the interventions.

Task 2: Facilitate Consultation Meetings/Workshops with Key Stakeholders

  • Organize workshop/meetings with relevant government; ministries, agencies, regions, civil society organizations (CSOs), and other stakeholders to map the gender issues and validate data.
  • Support planning and facilitation of workshops, and multi-stakeholder dialogues including in drafting TORs, letters/invitations.
  • Design consultation methodologies and prepare an annotated outlines of a Technical Guidelines in implementing GRB for sectoral issues.
  • Synthesize recommendations, and feedback from stakeholders, incorporating input from MOWECP, and UN Women thematic teams on strategic gender issues.

Task 3: Develop Sectoral-Thematic Technical Guidelines for GRPB

  • Develop the Technical Guidelines for the formulation of RPJMD/RENSTRA PD 2025-2029 with reference to a) the existing handbook prepared by MOWECP and BAPPENAS, b) results of desk review, and recommendations from the workshops at National, and Regional/City levels.
  • Perform a stakeholder mapping and analysis at the national level and in selected regions to identify key actors involved in gender-responsive interventions and their roles in supporting GRPB.

Task 4. Facilitate Training of Trainers (ToT) and Capacity Building Workshops

  • Conduct a needs assessment and provide technical support to develop a detailed training and mentoring plan, including scope, methodology, participant mapping, timeline, and venue.
  • Prepare all necessary materials (TORs, invitations, facilitation techniques, pre/post-tests) for the training.
  • Consult with UN Women to identify prospective trainers from government and CSO partners.
  • Provide guidance on reviewing gender-responsive budgeting and planning documents, offering recommendations in line with partners’ strategic plans.
  • Identify entry points for mainstreaming gender and strengthening institutional capacities for planning, budgeting, and monitoring.
  • Lead capacity-building sessions on gender-responsive budgeting, applying global best practices and promoting gender equality.
  • Provide technical support and advice to government partners, including analyzing the State Budget, reviewing policies, plans, and budget and inputs for the revision from a gender perspective.

Task 5. Prepare and Submit a Final Report

  • Finalize concept note on the future GRB interventions in Indonesia through UN Women programming.
  • Compile a detailed final assignment report with description of undertaken activities, their results, with recommendations for UN Women for further improvement of work on GRB in Indonesia.

Duration of the assignment

The duration of the assignment will be from 1 November 2024 until 30 April 2025

Expected Deliverables

The final deliverable is a well-developed document in Microsoft Word format and meets UN Women and MOWECP quality standards. The final document of Sectoral-Thematic of Technical Guidelines and the narrative report are to be written in Bahasa Indonesia (in electronic and/or hardcopy) which will be translated into English by UN Women. In regard with the copyright, all materials or documents results from this consultancy will remain as the property of UN Women and Government Partners.

  2. A comprehensive narrative report of the consultancy activities that were rolled out including the technical support provided, with the annexes such as attendance lists, minutes of meetings, and survey/questionnaire forms, if applicable. This report should also include results and recommendations for UN Women’s future interventions.

Upon receipt of the deliverables and prior to the payment, the deliverables and related reports and documents will be reviewed and approved by UN Women. The period of review is one week after receipt. Inputs

  • UN Women will provide the Consultant with a list of contacts of stakeholders relevant for the assignment.
  • UN Women will provide the Consultant with background materials relevant to the assignment and strategic direction, particularly in terms of engagement with key stakeholders to be consulted.
  • The Consultant is expected to work using his/her laptop.
  • UN Women will directly cover travel costs as per UN Women’s rules and regulations.

Performance evaluation

Required Skills and Experience

Education

  • Master’s degree in public administration, social studies, development studies, gender studies and/or international relations, or any other degree relevant to the requirements of the TOR.

Experience

  • Minimum 2 years relevant experience in working on central government finance policies and processes – including the medium-term development plan at national or sub-national level, budgeting methodologies and approaches.
  • 5 years of relevant professional experience in gender responsive budgeting application either at the national or regional level.
  • Previous experience in designing and delivering training and/or mentoring programmes on gender equality and gender mainstreaming in policy making and budgeting.
  • Experience at the policy framework/advocacy and inter-ministerial coordination, of the gender-related issues and engaging with the gender mainstreaming process in development plan, is considered an asset.
  • Familiarity with country and regional context on gender equality is considered an asset.
  • Previous experience working with international organizations is considered an asset.
  • Prior experience involved in program proposals with the UN System and in Indonesia will be an asset.

Knowledge and Skills

  • Strong technical expertise in policy analysis, document of development plan, etc.
  • Knowledge of Indonesia’s economic, social, political policy and national priorities; and well-versed on the thematic areas of UN Women, not limited to: Women, Peace, and Security (WPS), Ending Violence Against Women (EVAW), Women Economic Empowerment (WEE), Sexual and Reproductive Health and Rights (SRHR), and Gender Based Violence (GBV).
  • Well-versed in current development on innovative policy-making and able to communicate effectively with government and other key-stakeholders.
  • Excellent technical and analytical writing skills (to be assessed through writing sample).

Language requirements

Fluency in English and Bahasa Indonesia is required
