JOB DETAIL

Result of Service

Within the duration of the contract, the Colombian National Consultant on the public policy to dismantle illegal armed groups and criminal organizations, the implementation of the public policy of Defense and Security and Comprehensive Security System for the Exercise of Politics is expected to provide support in the drafting of documents and analysis reports for the Principial Liaison Officer, Head of the Verification of Security Guarantees Office Unit as detailed below:

• Written recommendations on adjustments needed on current protocols and guidelines of verification of security guarantees vis-a-vis the challenges of the Mission with the new Government of Colombia.

• Written assessment with plan and recommendations on the implementation of the public policies on security guarantees.

· Strategic reports for Mission leadership, providing inputs to the quarterly Secretary General report and other reports, if necessary.

· Monitoring and proactive advocacy strategies of the implementation of the precautionary measures for security guarantees of FARC members issued by of the Special Jurisdiction for Peace and Constitutional Court.

· Bi-weekly reports on other activities regarding verification of security guarantees as required.

Evaluation of work will be done at the end of the 6 months contract and a performance report will be produced to evaluate the achievements.

Duties and Responsibilities

Due to the multiple initiatives of cooperation and verification on security guarantees issues currently in process among the United Nations Verification Mission in Colombia (UNVMC) and the government and social organizations, the UNVMC requires additional advising capacity to foster the implementation of plans and recommendation proposed to smooth engagement with the civilian and military security sector authorities for verification and strategic support to the implementation of the 3.4 chapter of the Colombian Peace Agreement. Within the delegated authority of the Principal Liaison Officer, Head of the Verification of Security Guarantees Office (VSGO), the consultant would be tasked with the following responsibilities:

• Providing assessment for the senior management of the Mission and the VSGO, the national authorities, and the civil society organization on the implementation of the High-Level Unit of the Comprehensive Security System for the Exercise of Politics.

• Providing technical expertise to UNMVC to support the National Commission on Security Guarantees to finalize the public policy to dismantle illegal armed groups and criminal organization and its implementation.

· Providing technical expertise to UNMVC to support the implementation of the public policy of Defense and Security.

· Providing critical support, technical advice and knowledge products in security, protection, and prevention affairs.

· Providing assessment for the VSGO on the strategy and implementation of the security guarantees of collective participants in the “Comprehensive System for Truth, Justice, Reparations and Non-Recurrence”.

• Supporting the VSGO in design, implementation and monitoring of guidelines, verification protocols, thematic and situation reports and knowledge products on security guarantees of former FARC members.

· Supporting the VSGO in monitoring and proactive advocacy strategies of the implementation of the precautionary measures for security guarantees of FARC members issued by of the Special Jurisdiction for Peace and Constitutional Court. Supporting the design of verification strategies and mechanisms for the security guarantees of judicial parties, with focus on former combatants and public forces, in the framework of the judicial processes before the Special jurisdiction of Peace.

· Produce strategic reports for Mission leadership, providing inputs to the quarterly Secretary General report and other reports, if necessary

Qualifications/special skills

Educational Requirements
Advanced university degree (Master’s degree or equivalent) in political sciences, law or related field.

A first level university degree with additional two (2) years of qualifying working experience may be accepted in lieu of the advanced university degree.
The consultancy requires to have a minimum of two years of work experience in security, human rights, politics, law or a related field.
Experience on the Peace Agreement process between FARC-EP and the Government of Colombia
Experience in analysing and managing complex information from a variety of sources is required.
Experience in dialogue, mediation in peace process, conflict management, community prevention of violence, and tripartite mechanism is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. fluency of Spanish is desirable.

NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
