Tasks completed to a satisfactory standard. The consultants will support the international human rights expert in identifying and verifying the obstacles to the implementation of the 2016 Colombia peace agreement, in particular, those announced by the Special Jurisdiction for Peace in March 2023 and mentioned in the quarterly report of the Secretary General on the United Nations Verification Mission in Colombia presented to the Security Council on 13 April 2023, and identifying the consequences of these obstacles for the full enjoyment of human rights under international law, as well as the domestic right to peace as enshrined in the Political Constitution of Colombia as well as provide recommendations.

Duties and Responsibilities

Under the direct supervision of the coordinator of the support team to the international human rights expert, the national consultants will be responsible for the following tasks:

• Conduct interviews with relevant stakeholders to gather information related to the mandate
• Conduct research and analysis on the body of information collected;
• Draft documents on a variety of subjects;
• Support and analysis by conducting relevant research;
• Brief the international human rights expert on the main findings related to the obstacles to the implementation of the 2016 peace agreement, their consequences on the full enjoyment of human rights under international and domestic law;
• Undertake any other assignment as deemed necessary by the coordinator of the support team to the international human rights expert.

Qualifications/special skills

An advanced degree (Master’s degree or equivalent degree) in law, human rights, International Human Rights.
A minimum of seven (7) years of experience carrying out investigations of violations of international human rights law, international humanitarian law or international criminal law is required.
At least two years of experience of experience in the analysis and drafting of human rights reports is required
Experience in a conflict or post-conflict setting is required.

Languages

Fluency in English and Spanish is required.
