The national individual contractor is expected to deliver the following:
Concept note: Assist in drafting a concept note that outlines the content of the training and their methodology. Development of Interview questions and questionnaire for the Assessment and preparation of training materials and submit to UN Civil Affairs.
– Participation in the training of CR Field Assistants in Bangui = 2 days
– Field Evaluation in Kaga, Birao, Bangassou and Obo, 7 days in each location but 4 days to Bangui= 32days

Duties and Responsibilities

Evaluation of Local Peace Agreements:
To assess the impact of local peace and reconciliation agreements on living conditions about the return of displaced persons to their localities of origin; the free movement of people and goods; peaceful cohabitation; the peaceful management of intercommunity conflicts; the post-conflict resilience of affected communities; the perception on security and the effective return of state authorities.

Assessment Methodology:
The assessment will consist of travelling to 5 locations (Bangui, Kaga, Birao, Bangassou and Obo) identify lessons learned, review the status of the signed agreements, whether they have been violations after signatures and recommend corrective or supporting actions to be taken.
The assessment will be conducted by employing a Listening exercise a qualitative methodology aimed at gathering a range of individual opinions from the signatories to the agreement, some community leader, and local authorities. The Listening exercise works with Listeners – individual Community Liaison Assistants (CLAs) and staff provided by UN Civil Affairs from the locations of the assessment who have an in-depth understanding of local dynamics and analysis. The Listeners conduct a conversation with individuals, which often take place over two or three hours and are held in an informal setting. The aim is to allow time for Listeners to build a rapport with respondents, creating an environment in which they feel comfortable to speak openly about their experiences and views. There will be guiding interview questions and questionnaire questions to allow for quantitative analysis of the assessment and conducted across a balanced range of locations and social groups. The exercise would be conducted for five days in each location with a target of a minimum of 40 completed questionnaires per location (if possible 20 women and 20 men) consisting of signatories to the local peace agreement, Follow up committee, Local authorities, and community leaders.

Methodology
The consultants will conduct a training in form of a participatory workshop on decentralized dialogue in communities to identify of local conflict drivers through listening exercises in communities, there after developing action planning on alternatives to violence to resolve conflict. It focuses on improving horizontal relationships between people and groups in society and vertical relationships between people and institutions and will be based on the result of the assessment to train Civil Affairs staff and communities on good practice, lessons learned and corrective measures.

Qualifications/special skills

Advanced degree Master’s in political science, international relations, law, development, conflict management or related field.
– Over 10 years of relevant professional experience in political science, international relations, law, development, conflict management or related field
– Substantive and proven experience of senior level of conflict analysis, peacebuilding, development in conflict or post conflict environments
– Experience working in Central African Republic

Languages

Excellent French and English communications skills.
