Project Context and Scope

IOM Ukraine’s Transition and Recovery Unit works at multiple levels to assist the government in addressing the policy, institutional, and operational needs. By combining efforts made at the central level, IOM aims to prepare and support communities to manage the adverse effects of the war by working closely with communities to identify areas of concern and aspects of community structures that are contributing to increased stability and cohesion. The process promotes community ownership, strengthens abilities to manage shocks and crises and identifies short- and long-term mitigation strategies.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Operations Coordinator (T&R) with the overall technical supervision of the National Reintegration and Reconciliation Officer, the Consultants will provide specialized support to the implementation of IOM Ukraine’s veterans’ reintegration activities within the Transition & Recovery Unit.

Organizational Department / Unit to which the Consultant is contributing
Transition and Recovery Unit. Project “Promoting Social Cohesion and Veteran Reintegration in Ukraine through Evidence-Based and Locally Owned Responses and Capacities”.
Tasks to be performed under this contract
  1. Develop the methodology for and conduct a context-based conflict analysis on the area which the consultancy cover, i.e. North/West or South/East. The methodology should be shared with IOM for approval one week after signing the contract.
  2. With the support of the International consultant on Conflict Mitigation and Prevention, assist in developing a training programme for IOM staff to work with Ukrainian Hromadas (municipalities/communities) to identify, mitigate, and prevent localised conflicts and crises, harness the community’s cohesion-building factors, and manage crises.
  3. Participate in and support the facilitation of a five (5) day ToT for around 25 IOM staff members in Kyiv or Lviv, Ukraine, including the documentation of Community Conflict Mitigation Plans.
  4. With a selected number of trained trainers, participate and support the facilitation of one practical session on conflict mitigation capacity-building session in one of the pre-selected targets Hromadas and develop a plan that addresses the identified conflicts.
  5. With selected trainers, support the development of specific plans for the 20 target communities that address the identified conflicts by travelling to and working directly with the Hromadas in the consultancy’s area of responsibility
  6. Support the development of a toolbox, including, inter alia, produced manuals, lessons learned, and best practices for planning, mobilising, facilitating, reporting and monitoring strategies for the identification of drivers of conflict and development of conflict mitigation at the Hromada level in Ukraine.
  7. Perform such other duties as may be assigned.

The incumbents can also be assigned to other relevant ToT planning, implementation, and documentation activities.

Performance indicators for the evaluation of results

At the end of the assignment, the consultant is expected to have:

  1. A context-based conflict analysis is provided that coverings the consultant’s area of responsibility, i.e. West/North, or South/East. The methodology of which is shared with IOM and approved prior to the final report, one week after signing of contract.(by the 21 March 2025)
  2. Development  toolbox, including, inter alia, produced manuals, lessons learned, and best practices for planning, mobilising, facilitating, reporting and monitoring strategies for the identification of drivers of conflict and development of conflict mitigation at the Hromada level in Ukraine. (by the 28 March)
  3. A five-day training on working with communities to identify, mitigate, and manage localized conflict and strategize and plan for their resolutions or transformations. (by the 4 April 2025)
  4. Twenty (20) Hromada conflict mitigation plans developed in collaboration with IOM Ukraine-trained personnel. (by the 23 May 2025)

IOM Ukraine will review and validate all deliverables. Feedback will be provided within five working days of submission, with clear guidance for necessary revisions.

Education
  • School diploma with seven years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.
  • Masters’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience.
Experience
  • Experience in working with capacity building of government, especially at the local level, for capacity building, training and engagement work;
  • Experience in either/or conflict mitigation, conflict resolution, conflict prevention, conflict transformation, risk reduction and crisis management, conflict management and/or peacebuilding.
  • Experience working with communities for strategic planning and operationalization of conflict mitigation strategies or conflict management.
  • Experience of working in a UN agency or International NGO is an asset;
  • Experience working with veteran or former combatants will be considered an asset.
Skills
  • Knowledge of facilitation, workshop and presentations on conflict mitigation training and capacity building;
  • Proven drafting, writing, and development of manuals, tools and documentation skills;
  • Knowledge of activity planning and implementation;
  • Knowledge of the Ukrainian contact, especially the 2022 full-scale invasion:
  • Confident user of the Microsoft Office Suite.
Languages
  • Fluency in Ukrainian;
  • Full working proficiency in English.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
  • Travel duties are mandatory. Related costs will be included in the consultancy fee.
