EXPECTED OUTPUTS AND TIMELINES / RESULT OF SERVICE The Consultant will submit a monthly report on the progress and completion of Outputs for the coffee value chain and institutions for validation, as follows: Output 1: Comprehensive Stakeholder Engagement and Partnership Report – April 2025 A consolidated report detailing established institutional partnerships, active collaborations, and stakeholder engagement activities. Includes a regularly updated network directory of coffee value chain actors and institutional partners. Output 2. Partnership network created for capacity enhancement – May 2025 Network of institutional partnerships identified and/or consolidated to capacity improvement for coffee value chain actors, farmer cooperatives and institutions. Coffee value chain actors and institutions registered, and regular contacts maintained with them. Updates made monthly to the value chain actor and institutions list, and stakeholders informed about progress on capacity support activities. Output 3. Inclusive Multi-Stakeholder Action Plans – June 2025 Co-created Multi-Stakeholder Action Plans outlining strategies for value chain development and capacity-building, highlighting agreed-upon strategies for capacity-building, value chain development, and sustainable practices, with clearly defined roles and responsibilities for all stakeholders. Output 4: Value Addition and Market Access Report – July 2025 Value Addition and Market Access Report detailing opportunities for Liberian coffee in national, regional, and international markets. A report detailing opportunities for Liberian coffee in national, regional, and international markets. Identification of key market trends, barriers, and recommendations for improving market access. Output 5: Stakeholder Engagement Progress Update – August 2025 A follow-up report on stakeholder engagement efforts, tracking partnership developments, emerging challenges, and proposed solutions for improved collaboration. Output 6: Final Consolidated Project Report – September 2025 A comprehensive final report summarizing all key deliverables, lessons learned, and policy recommendations for sustaining coffee sector improvements beyond the project timeline.
Duties and Responsibilities
BACKGROUND: The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade Organization for trade-related technical cooperation in developing countries. The Office for Latin America and the Caribbean (OLAC), as a geographical section of the Division of Country Programmes (DCP), is responsible for defining the ITC strategy in the region, either for individual countries or at the sub-regional and regional levels. OLAC is also responsible for coordinating all ITC interventions, including the work of ITC technical sections in the region. The Inclusive Agribusiness Systems Unit, which is under the Division of Enterprises and Institutions (DEI) is overseeing the technical coordination of the project using the Alliances for Action approach. The European Union funded project “Support to Business Friendly and Inclusive National and Regional Policies, and Strengthening Productive Capabilities and Value Chains” Programme aims to complement the European Union support for private sector development in ACP countries, under the context of the joint ACP-EU Programme for ACP Private Sector Development Support, adopted by ACP-EU Council of Ministers in Nairobi in 2014, and is financed from the 11th European Development Fund. The focus of the project is designed to achieve two key outcomes: (1) adopting and implementing business-friendly, inclusive and responsible national policies and legal frameworks, and (2) strengthening productive, processing, promoting and marketing capabilities and value chains. ITC is collaborating with UNIDO and the World Bank in the implementation of the program. ITC is leading the implementation of the micro pillar level of the Programme, which focuses on two core themes: 1) Promoting inclusive productive and commercial Alliances and investment to strengthen VC governance and MSME competitiveness; and 2) Increase small farmers and processors value addition, productivity and competitiveness. Interventions at the micro-level aim to enhance value chain operators’ individual and collective competitiveness with specific attention to family farmers, agri-entrepreneurs and rural and urban MSMEs and processors. Notably, the action employs the Alliances for Action methodology, which is a market led approach that supports associations, improved productivity, and ecological intensification– cost efficient technologies, connections to markets, financial inclusion, diversification and value addition. DESCRIPTION OF DUTIES/RESPONSIBILITIES The EU-OACPS Business-Friendly Coffee Project aims to enhance the competitiveness and sustainability of the coffee sector in Liberia by boosting productive capacities, promoting inclusive trade, and fostering institutional partnerships. Under the direct supervision of the Regional Alliances for Action Coordinator and the EU-ACP Business Friendly Programme Coordinator, and under the overall guidance of the Chief of Office for Latin America and the Caribbean, Division of Country Programmes, and the Head of Inclusive Agribusiness Systems, Green and Inclusive Value Chains (GIVC), Division of Sustainable and Inclusive Trade (DSIT), the National Coordinator will lead the implementation of project activities at the national level. The role requires high-level stakeholder engagement with government institutions, the private sector, farmer organizations such as the Farmer Union Network, and other key actors in the Liberia’s coffee industry. • Stakeholder Engagement and Partnerships: Identify and consolidate institutional partnerships with key coffee value chain actors, maintain communication and foster collaboration between farmer organizations, aggregators, exporters, government agencies, and private sector actors and, represent the project in strategic meetings and policy dialogues with national and international stakeholders and ensure regular updates with EUD Liberia. • Facilitate Multi-Stakeholder Platforms: Organize and facilitate multi-stakeholder meetings to co-create actionable plans for sector development and act as the primary liaison between project stakeholders, promoting strategic alliances and knowledge sharing. • Capacity-Building and Technical Assistance: Coordinate the delivery of training workshops, seminars, and technical support sessions for coffee value chain actors. • Knowledge Management and Policy Advisory: Collect, analyze, and share lessons learned and insights from project activities and contribute to policy discussions and inform national coffee sector strategies. • Promote Market Access and Value Addition: Coordinate Liberia’s coffee sector participation in national, regional, and international trade fairs and events. Advocate for and support initiatives that promote value addition to coffee products at the source. • Monitoring and Reporting: Track and report on the progress of activities outlined in the work plan and prepare regular reports highlighting achievements, challenges, and corrective measures. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
Undergraduate university degree in agronomy, agricultural engineering, business administration or related field . Extensive relevant experience may be accepted in lieu of the university degree. A minimum of five (5) years of relevant professional experience in project management, business development, business planning, group dynamics, agricultural and rural development, agro-processing and exports, including knowledge of agri-business and participatory approaches. Experience of working with international/donor organizations or in national development agencies Experience in data collection, survey administration and agribusiness.
