Duties and Responsibilities
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultant position is located in the UNDRR Regional Office for Arab States (ROAS). The consultant will directly report to Risk Knowledge Programme Management Officer in Cairo. Duties and Responsibilities: Under the supervision of Risk Knowledge Programme Management officer, the consultant will be responsible for: • Conduct a thorough review of the existing early warning systems and their messages to pinpoint any deficiencies in Somalia • Conduct comprehensive capacity assessments of national risk knowledge systems, including gaps, priorities, needs, and existing institutional arrangements. • Facilitate the finalization of national roadmap to strengthen national capacities based on assessment findings, in alignment with international best practices and standards. • Integrate considerations of gender and disability into roadmap for EW4ALL to ensure that the early warning systems are inclusive and sensitive to the needs of all demographics. • Follow-up and ensure that assigned activities are implemented in an effective and timely manner. • Coordinate, maintain and initiate effective dialogue with key stakeholders at the local and national levels that are involved in the EW4ALL implementation. • Facilitate consultations between the government, stakeholder groups and implementing partners on the national and local levels. • Develop monthly updates on activities and submit to UNDRR-Regional Office for Arab States. • Perform other tasks as required by the Risk Knowledge Programme Management Officer.
Qualifications/special skills
• Advanced university degree in disaster management, information technology management or related field is required. • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree • At Least 05 years of work experience in early warning systems coordination and implementation is required. • Experience in coordination with UN actors and national government in Somalia is required. • Experience in policy and stakeholder engagement is required. • Experience in disaster risk reduction legislation is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this consultancy, Fluency in English is required. Knowledge of Arabic or French is desirable.
