Duties and Responsibilities
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy position is located in the UNDRR Regional Office for Arab States (ROAS). The consultant will work directly under the Programme Management Officer – Sendai Framework Monitoring in Cairo. Duties and Responsibilities Under the supervision of the Programme Management Officer – Sendai Framework Monitoring, the Consultant will be based in Comoros to undertake the following responsibilities: 1. Maintain close liaison and coordination with the National Sendai Focal Point, the Director General of Civil Security, UNDP Country Office, UNDRR ROAS and the International CRM Consultant. 2. In close consultation with the National Sendai Focal Point, the Director General of Civil Security, UNDP Country Office, UNDRR ROAS and the International CRM Consultant. a. Revise the draft National DRR Strategy and the National DRR Platform decree and finalize them based on feedback provided by all relevant counterparts in the technical consultations conducted in May 2024. b. Develop a Prioritized Action Plan for implementing the National DRR Strategy, to be annexed to the Strategy. c. Co-facilitate the National Technical Validation Workshop for the National DRR Strategy and the National DRR Platform. d. Finalize the National DRR Strategy and Prioritized Action Plan and the National DRR Platform Decree based on results of the validation workshop. 3. Submit the final versions of the National DRR Strategy and Prioritized Action Plan and the National DRR Platform Decree to UNDRR ROAS for further submission to the Government. The expected deliverables are: o Deliverable 1: Report on the National Technical Validation Workshop “8 working days” o Deliverable 2: Final version of the National DRR Platform Decree estimated working time “15 working days” o Deliverable 3: Final version of the National DRR Strategy and Prioritized Action Plan, estimated working time “27 working days”
Qualifications/special skills
• Advanced University Degree in Development, Social and Human sciences, Environmental Affairs, Public Health, Disaster Risk Management, Climate Change or any other related field is required. • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At Least 7 years of experience in research and analysis in disaster risk reduction or related area is required. • Experience in policy and strategy design, disaster risk reduction, sustainable development and climate change adaptation is required. • Experience in working with the United Nations or any other similar international organization is required. • Experience in applying global best practices in DRR and Climate Change is desirable. Languages
• Fluency in French is required. • Knowledge of Arabic is desirable. • Knowledge of English is desirable.
