Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

This consultancy position is located in the UNDRR Regional Office for Arab States (ROAS). The consultant will work directly under the Deputy Chief in Cairo.

Duties and Responsibilities

Under the supervision of the Deputy Chief of UNDRR Regional Office for Arab States, the Consultant will develop a National Action plan for the National DRM Strategy in Lebanon. More specifically, the Consultant will:

1. Undertake a desk review of national DRR and CCA policies, legislative frameworks, strategies, and plans in Lebanon, including the National DRM Strategy that integrates biological hazard risk.
2. Actively participate in regular coordination meetings with UNDRR ROAS and the National Sendai Framework focal point in Lebanon.
3. Facilitate a national consultation workshop on the development of the National Action Plan for the National DRM Strategy in consultation with the National Sendai Framework focal point in Lebanon and UNDRR ROAS.
4. Develop the draft National Action Plan for the Strategy based on outcomes of the national consultation workshop in consultation with the National Sendai Framework focal point in Lebanon.
5. Organize further consultations with key governmental institutions and stakeholders and review and finalize the action plan based on gathered inputs.
6. Facilitate a national validation workshop to present the revised National Action Plan for final validation and submission to the National DRM Unit in the Presidency of the Council of Ministers to seek further endorsement from the Cabinet.

Qualifications/special skills

• Master or equivalent in economics, social sciences, disaster risk management, climate change, environment or related field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At Least 5 years of work experience in research and analysis in disaster risk reduction or related area is required.
• Proven experience in national policy development and/or advice is required.
• Previous work experience with governmental institutions and DRR stakeholders is required.
• Proven experience in disaster risk reduction legislation, capacity building, and stakeholder engagement is desirable.
• Previous experience working with the UN and/or international organizations is desirable.

Languages

• Fluency in English and Arabic (both oral and written) is required.
