Key deliverables of the CF Evaluation are: 1. Inception Report (early March to end March 2025) 2. Draft and Final Evaluation Reports, including recommendations (Draft: by mid Jun 2025; Final: by end July 2025) 3. Contributions to drafting of the follow-up actions and mechanisms of the Management Response (mid July to end August 2025). 4. Participation and contribution (e.g. presentations, inputs to speeches) to different meetings and workshops as required by the Evaluation Manager during the assignment period (early March 2025 to end August 2025). All key deliverables will be submitted in both English and Vietnamese and endorsed by the Evaluation Manager.

Duties and Responsibilities
The Viet Nam’s 2022-2026 One Strategic Framework for Sustainable Development Cooperation (CF), signed in August 2022 between the United Nations (UN) and the Government of Viet Nam (GoVN), serves as the framework for UN joint support to Viet Nam in achieving the SDGs and national development priorities. The CF evaluation period spans from 2021 (when the CF was designed) to June 2025 to draw lessons for the design of the new CF. The evaluation will assess contributions to CF outcomes from all UN programs, projects, and activities conducted by resident and non-resident agencies at national and sub-national levels. It will also review cross-cutting issues, normative work, and UN programming principles. The CF Evaluation Team will consist of 5 independent external consultants and will be built with due consideration to gender balance, cultural and language balance: – 01 National Team Leader (50 working days, based in Ha Noi and other locations in Viet Nam as required for fieldtrips); – 03 National Team Members (40 working days/each, based in Ha Noi and other locations in Viet Nam as required for fieldtrips); – 01 International Team Member (15 working day, home-based). The Evaluation Team Leader will: – Lead the entire evaluation process – Be in charge of evaluating one CF outcome (applicants should indicate which Outcome(s) they would like to focus on). – Work closely with all team members – Conduct the evaluation process in a timely manner and communicate with the Evaluation Manager on a regular basis and highlight progress made/challenges encountered. – Be responsible for producing all the Evaluation Team’s deliverables including the inception report, the draft and final evaluation reports, and other deliverables.
Qualifications/special skills
• Advanced university level of education in evaluation or field(s) relevant to one or more CF areas of work. PhD level preferred for the Evaluation Team Leader. • A strong record in designing and leading complex evaluations; Experience in conducting UNDAF/CF evaluations is a plus. • Strong experience and knowledge of the UN programming principles including leaving no one behind (LNOB), human rights – based approach, gender equality and women’s empowerment, sustainability and resilience, and accountability. • Good understanding of the SDGs, other relevant regional or global frameworks and their implications for development cooperation. • Good understanding of multilateralism and the role of the UN System in development cooperation in the context of the country in question • Understanding of UN Reform and its implementation implication at the country level. • Demonstrated analytical capacity, including on political economy and financing for development. • Sound knowledge of Viet Nam’s context and an in-depth understanding of at least one area of work of UNCT members; collectively, Evaluation Team members should broadly cover all areas of UNCT activity; • Demonstrated ability to write and communicate clearly in both English and Vietnamese. • No conflict of interest such as recent or expected employment by UNCT members or implementing partners, private relationships with any UNCT members of staff or government counterparts or implementing partners; participation in the design, implementation or advising CF being evaluated, among others). Any potential conflict of interest should be declared by candidates during the application process. • In-depth knowledge and strong research record of Viet Nam socio-economic development.
