Under the overall supervision of the Finance Officer of the Migration Health Division (MHD) in Geneva, and the direct supervision of the Finance and Administrative Officer (MHD) in Manila, and in close coordination with the Global HAP Coordinator, Regional Health Assessment Programme Coordinators, Regional Administrative & Finance Officers (HAP), Global Radiology Coordinator, Migration Health Support (MHS) staff in Manila and other Units at the Manila (Global) Administrative Centre (MAC), the successful candidate will be accountable and responsible for supporting the financial analysis and reporting of the Global Health Assessment Projects (GHAPs) under the Global Health Programme Monitoring and Administrative-Finance (PAF) Section of the Global Migration Health Support (MHS)Unit based at the Manila (Global) Administrative Centre.
1. Global Health Assessment Projects Financial Analysis, Reporting & Performance Evaluation
- Provide regularly an in-depth and comprehensive financial and budgetary analysis, monitoring and management reporting for global MHD self-funded projects. Ensure compliance with internal controls, accounting policies, and when necessary, activate escalation procedures. Submit the analyzed monthly, quarterly and annual reports including recommendations before established deadline dates.
- Periodically assess historical and current financial trends of global MHD self-funded projects; identify current or potential problems, and propose corrective measures, if necessary.
- Facilitate the assessment of individual location actual and anticipated financial performance and budgets; using historical trends and expected changes.
- Prepare, review, assess and consolidate historical, periodic and annual financial performance reports for large sources of data and dashboards summarizing the activities, expenses and revenue for the global projects.
- Supports the modification and updates of the GHAPS budget templates based on new requirements from Technical Instructions, MHD HQ, and other relevant administrative guidance.
- Develop and maintain consolidated reports, dashboards and distribution list.
- Prepare, maintain and enhance report templates for more advanced reports. Provide update on financial reports, progress and modifications.
- Prepare complex financial models and forecasting requiring in-depth factual assessment for the MHD’s global projects.
- Maintain an organized record, archive and standardized naming convention for all financial reports and dashboards through various applications and ensure access to it by team members.
2. Budget Preparation, Analysis and Consolidation
- Assist in preparing annual and supplemental budgets for global MHD self-funded projects.
- Review, consolidate and provide timely inputs to the Annual IOM Programme and Budget, MHD Annual Report, among others.
- Consolidate and assess annual and new/supplemental budget requests and justification narratives.
- Liaise and consult with various units in MAC on financial and budgetary matters; communicate with HAP focal points and finance staff in IOM Country and Regional Offices as well as HQ regarding budgetary or financial performance issues of global MHD projects.
- Facilitate the preparation, review and analysis of the Global Services and Coordination Support(GSCS) budget, in coordination with the Regional Offices , and HQ.
3. Monitoring centrally-managed projects of MHD in HQ
- Develop projects in PRIMA (acting as a co-project developer) for designated centrally managed projects of the MHD for financial data matters.
- Facilitate the internal financial monitoring and analysis of the budget and expenses for GSCS , Start-Up/ One-Time costs, and the overall Global Sustainability Mechanism(GSM) balance. Detect and report any unexpected trends or material changes in expenditure patterns to the Finance and Admin Officer.
- Identify and recommend relevant KPIs for the various projects operational elements in line with the vision of MHD to aid the monitoring and measurement of results.
4. Other finance support tasks
- Assist during audit, such as supplying the necessary supporting documents, and implement audit recommendations on financial report, monitoring, etc.
- Contribute to the development of guidelines, Standard Operating Pprocedures (SOP), training modules and instructions within the work area.
- Prepare and submit the monthly salary projectization of MHD HQs and MAC staff to MHRO payroll and local HR Unit, respectively.
- Contribute to the preparation of the MHD Annual Financial Report
5. Perform such other duties as may be assigned.
- Master’s degree in Accounting, Finance or a related field from an accredited academic institution, with relevant professional experience; or, University degree from an accredited academic institution, with two (2) years of relevant professional experience;
- Professional certification such as Certified Public Accountant (CPA) or equivalent is an advantage.
- Experience in the field of accounting or finance; experience in audit and invoicing is an advantage.
- Supervisory experience and ability to lead a team.
- Experience in writing financial performance narrative reports, budget narrative analysis, financial standard operating procedures and work instruction manual is a must.
- Experience in automating financial, budgeting and invoicing processes an added advantage.
- Sound knowledge of accounting systems and/or SAP plus generally accepted accounting principles, business risk controls, and audit/review procedures.
- Computer literacy including proficiency in MS Office applications, particularly in MS Excel.
- Proven analytical and problem-solving skills.
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
