The Position:
The East and South African Regional Office (ESARO) is located in Johannesburg, serving 23 countries in the ESA Region. Under the direct supervision of the Human Resources Business Partner for ESARO, the HR national Individual Consultant will support the regional Client Services Outreach Branch team in the areas of recruitment administration, data management, and general administration. A work-plan with planned inputs and achievements, and learning opportunities shall be agreed upon. The position will primarily focus on crucial task of bulk recruitment. The incumbent will be responsible for effective and efficient end to end recruitment and change management processes, with a keen attention to details and excellent organizational skills.

Purpose of the consultancy:
The primary objective of the HR Consultant is to execute a variety of HR tasks aimed at enhancing the precision and efficiency of HR administrative processes, thereby contributing to the HR Team’s goals and objectives. As part of the broader HR team, the Consultant will help ensure the smooth operation of client-centric HR services and provide the required coordination for change management processes.
Supervisory arrangements
The HR Consultant will work under the oversight of the HR Business Partner and the guidance of the HR Analysts.
Scope of Work and Description of services and activities
The HR Consultant will be responsible for the below:
Support realignment design, planning and implementation as required
Assist with end-to-end recruitment for International Posts.
The incumbent must have extensive experience in screening and reviewing a high number of CVs/ applications across all levels.
The incumbent must demonstrate progressive experiencing in facilitating oral interviews and finalising interview reports.
Engage with the required Country Office HR Focal Points to maintain vacancy rates.
Route relevant HR documents requiring Regional Director approval to the RD’s Office, along with all necessary supporting documents (Detail Assignment approvals, position creation requests etc.)
Support the design of a comprehensive standardized induction package and implement effective onboarding and offboarding processes to ensure a smooth transition for employees entering and leaving the organization.
Contribute to specific HR projects such as HR workshops, performance management initiatives, regional learning plans, etc. as and when required.
Remain continuously updated on UNFPA policies and guidelines related to recruitment and selection processes (Detail Assignment, Temporary appointments, Fixed-Term appointments, etc.).
Adhere to the UNFPA’s code of conduct, respect confidentiality, and uphold work ethics.
Perform any other duties as required.
Duration and Working Schedule
The consultancy period is from August 2023 – December 2023.
Place where services are to be delivered
All tasks are to be performed at the Regional Office or provided remotely when required – as agreed with the supervisor.
Inputs/ resources to be provided by UNFPA
The UNFPA ESARO Regional Office will provide:
Required HR documentation, templates, and access to policy documents.
Office space, desk, and internet connection in the office.
Monitoring and progress control, including reporting requirements
Weekly participation in briefing meetings with the Regional HR Team as part of the regular team meetings.
Attendance at relevant Regional Office (RO) focal point meetings and sessions as necessary, coordinating with colleagues.
Timely submission of monthly progress reports and maintenance of a monthly work plan.
Engagement in ad hoc meetings and providing status updates as requested by the Regional HR Business Partner.
Proper organization and storage of all confidential files in the appropriate HR folders within the Shared Drive.

Required expertise, qualifications and competence
Education required:
A completed master’s degree is required with 2 years of relevant experience in HR management, end to end recruitment, administration, coordination and records management, organizational design
or a completed first university degree programme (such as bachelor’s degree or equivalent) with 4 years of relevant HR/ Organizational design experience;
Required experience and skills:
Relevant professional / academic / personal experience in human resources topics.
Fluency in English is required. Knowledge of other languages such as French or Portuguese is an asset.
Must be able to maintain confidentiality
Strong analytical and writing skills
Experience reviewing and analyzing medium to large sets of various data
Ability to understand and work with systems
Knowledge of and experience working with excel and similar programs is required
Previous experience working within the United Nations is an added advantage
