The Position:

The National Individual Consultant will be based in Turkana West Sub-County at Kakuma Refugee Camp and Kalobeyei Integrated Settlement to provide high-level technical support and oversight to implementing partners involved in delivering UNFPA supported projects in Turkana County with specific focus on delivery of the Sport for Protection Project.

National Individual Consultant will work under the overall direction of the UNFPA Representative, with guidance and supervision of the Deputy Representative in collaboration with the UNFPA Humanitarian Specialist, and Country Office staff members.

Job Purpose:

UNFPA is implementing multiple SRH and GBV projects in Turkana County, including in the Kakuma Refugee Camp and Kalobeyei Integrated Settlement. The projects span SRH and GBV interventions in response to drought and flood emergencies, and the humanitarian situation occasioned by a huge and steadily growing presence of refugees and asylum seekers. The UNFPA partners implementing the various projects include Peace Winds Japan, the International Rescue Committee, the Kenya Red Cross Society and Film Aid Kenya. The humanitarian response in Turkana County constitutes over 40% of UNFPA’s humanitarian action in Kenya. The county is therefore integral to the achievement of the three transformative results (zero preventable maternal deaths, zero unmet need for family planning and zero gender based violence and harmful practices) in humanitarian settings. To achieve high quality, sustainable and transformative SRH and GBV outcomes in the county, UNFPA is seeking to deploy competent staff to provide high-level technical support and oversight to implementing partners involved in delivering UNFPA supported projects in the County.

You would be responsible for:

The Turkana County UNFPA Humanitarian Officer will oversee UNFPA’s humanitarian and interagency SRH multi-stakeholder interventions and multi-sectoral GBV prevention and response efforts in Turkana County. H/She shall work closely with other agencies/organizations and sectors to facilitate a coordinated response for vulnerable population groups in refugee camps and the host community. The consultancy delivery period is from: 1st July 2022 – 31st December 2024.

Work delivery mode: Physical and virtual programmatic and technical support activities

The selected candidate will be expected to fulfil the following duties and responsibilities:

  1. Oversee and coordinate UNFPA’s humanitarian interventions in Turkana County, including reporting on regular basis on humanitarian interventions.
  2. Coordinate and participate in multi–sectoral GBV meetings in partnership with UNHCR, UNFPA implementing partners and other stakeholders
  3. Liaise with the Turkana County Government departments of Health and Gender for participation and technical support to the County Health Management Team and GBV Working Group coordination activities.
  4. In close collaboration with UNFPA’s Implementing Partners (IPs), lead the effort to oversee implementation of a multi-sectoral and inter-agency GBV prevention and response programme, including referral and reporting mechanisms, monitoring and evaluation in the refugee camps and host community.
  5. Organize trainings for health and GBV service providers and programme managers of IPs in the field, working in the area of Reproductive Health as well as GBV.
  6. Work closely with IPs and facilitate networking to ensure a timely implementation of humanitarian work plans and identify and address any barriers to implementation.
  7. Liaise with Reproductive Health, Protection, and Gender/ GBV officers in other agencies, and organizations (including governments, national and international NGOs and community watch groups) to support implementation of SRH and GBV activities in the refugee camps and host community.
  8. Support documentation of UNFPA supported projects in Turkana County through assessments / evaluation and dissemination of findings.
  9. Provide technical input to the development of relevant advocacy and policy documents to address GBV and SRH in the context of humanitarian,
  10. Follow-up on action points after coordination meetings: prepare related summary reports; keep the supervisor/Country Office staff abreast of key issues on humanitarian response and seek advice on decision-making related issues.
  11. Support UNFPA’s communication and visibility efforts through documentation of human-interest stories and social media channels in liaison with the UNFPA Communication Specialist.
  12. Support the programmatic and administrative closure of the Sport or Protection programme in Turkana West Sub-County.

Qualifications and Experience:

Education:

  • Advanced university degree in Social Sciences, Public Health, or other relevant field;

Knowledge and Experience:

Five years of increasingly responsible professional experience in gender-based violence and /or SRH programming;

  • Prior training in GBV in emergencies and SRH in emergencies, and their application in national and international humanitarian and development settings;
  • Awareness and demonstrable knowledge of gender/ GBV and SRH issues and their relevance in humanitarian emergency settings and knowledge of the cultural context in the country.
  • Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings (Minimum Initial Service Package for Reproductive Health and GBV in Emergencies Minimum Standards).
  • Demonstrable knowledge of GBV / SRH evidence generation, dissemination and utilization for advocacy and programming.
  • Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors.
  • Strong teamwork skills and ability to operate under strict deadlines.
  • Ability to conduct high level discussions and negotiations with key stakeholders.
  • Knowledge, skill, and experience in participatory methods for community development and mobilization.
  • Proven report writing skills and English language.
  • Proficiency in current office software applications.
  • Strong analytical and strategic thinking and a commitment to results.
  • Ability to work in a multicultural setting, and adaptable to changing environments.
  • Added advantage for experience in:
    • Humanitarian and emergency response.
    • Utilizing the following internationals tools: GBV Standard Operating Procedures; GBV in Emergencies Minimum Standards; GBV Coordination Handbook; Adolescent Sexual and Reproductive Health, and Inter-Agency Field Manual on Reproductive Health in Humanitarian Settings.
    • Familiarity with UN policies and principles will be an advantage
