Context

Under the direct supervision of the Medical Officer OHU Manila, the overall supervision of the Head of the Occupational Health Unit (OHU), and the general administrative supervision of the Head of the Manila Human Resources Operations, and working in close collaboration and consultation with the PAC Human Resources Advisory Services, the successful candidate is responsible and accountable  for the health insurance (MSP and CP) of the General Service staff members in Country Offices based in Europe and certain Country Offices in Central Asia

Core Functions / Responsibilities

Management of Medical Examinations

  • Check medical examination (i.e. pre-employment Entry on Duty examinations(EOD), Annual exams, Periodic Medical exams (PME), Exit exams ) of all the Local employees in accordance with the G.I. governing Medical Procedures for Employees in the Field., and review the Minimum  Questionnaires for  Interns and Consultants. 
  • Follow-up on conditions; ensure that quality control in standards of health assessments are met in accordance with OHU requirements.
  • Collect and organize medical data from these exams for statistical purposes.

Medical Insurance:  Based on the analysis of the medical examinations of the staff in the assigned countries, coordinate the health screening of staff and dependents for their admission and when leaving the IOM’s Medical Service Plan (MSP).

  • Assess if there are any insurance exclusions and any conditions limiting the staff’s work capacity, and authorize eventual extended insurance coverage upon exist (CACP).
  • Health Claims Review of the population in the assigned countries
  • Control with accuracy all the insurance medical invoices   under      the  Occupational claims under the Compensation Plan (CP)      taking into account the diagnosis, the treatment and their amount in accordance with the locally prevailing rates and with the IOM medical insurance policies (i.e.      Compensation Plan).

Follow up  and correspondence with staff or hospitals in the countries assigned regarding: 

  • explanations regarding medical insurance issues (e.g. entitlement after cessation of participation; justification for treatment outside the duty station) ,  with the  eventual support of the  Medical Officer OHU Manila, whilst maintaining strict medical confidentiality.
  • Negotiating participant’s planned hospitalization with medevac in case of expected high cost in coordination with the Medical Officer OHU in Manila. The need for additional medical information and supporting document in case of:
  • occupational incident (covered by the Compensation Plan) after final  classification by OHU‘s Medical Officer.
  • prolonged sick leave or recurrent sick leaves, invalidity indemnity under the United Nations Joint Staff Pension Fund (UNJSPF) before and after attribution of benefit.
  • before attribution of a benefit from the UN Malicious Act  (UNMAI).

Submit the supportive follow up documents to OHU copying the Medical Officer for OHU’s final assessment and/or for request of a disability benefit.

Effective Occupational Health Support

  • When requested, provide medical assistance/aid in emergencies on site, and in the Country Offices only in the absence of the Professional Medical Officer OHU in Manila.
  • Facilitate admission/referral to hospitals, clinics and/or specialists for  staff and dependents.
  • Assist in dealing with the medical evacuation of staff when required by Head of OHU  Medical Officer in coordination with Chiefs of Mission and Medical Officers in OHU (Manila and Panama City), in compliance with the insurance rules.
  •  Support information campaigns to Country Offices in coordination with the Medical Officer OHU in Manila.
  • Undertake travel to Regional and Country Offices upon OHU’s request, to assess local health hazards in the workplace and in the country and the  quality of existing support  ( eg: hospitals,  medevac system  )  using the UNMD Risk  Assessment methodology . Help Mission prioritize the mitigation  measures to implement regarding the identified risks mitigation  . Meet and clarify health issues with staff; report back to Head of OHU in a timely manner.

Perform any other duties as may be assigned

Education
  • Advanced  university degree from an accredited academic institution in Medicine: General Medicine, Internal or Emergencies Medicine,
  • A first university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • Additional qualification in Health Insurance an asset.
Experience
  • Minimum two years of work experience in Occupational Health or as Health Insurance expert
  • Experience in medical insurances and health claim analysis
  • Experience in liaising with international organizations and hospitals an asset
  • Effectively applies knowledge of health insurance issues in execution of responsibilities at appropriate level;
  • Maintains confidentiality and discretion in appropriate areas of work.
  • Good level of computer literacy

Languages

 For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
