The Position:
The Programme Analyst – (PA) will lead the Gender Portfolio for the UNFPA Georgia Country Office to support the organization in applying gender lenses for shaping different programmatic directions, ensure the coordination among the donor-funded projects, and manage the UN Joint Program for Gender Equality, funded by the Government of Sweden.
The PA will report to the UNFPA/Georgia Head of Office.

Subsequently, the UNFPA strategic plan, 2022-2025, aims to achieve universal access to sexual and reproductive health and reproductive rights and accelerate the implementation of the ICPD Programme of Action. In achieving these goals, UNFPA will directly contribute to the 2030 Agenda for Sustainable Development – particularly to Sustainable Development Goals 3, 5, 10, 13, 16 and 17, and ultimately to Goal 1 – while aligning with the 2030 Agenda principles of human rights, universality and “leaving no one behind”. One of the transformative results prioritized in the UNFPA’s Strategic Plan 2022-2025 emphasizes the commitment to eliminate gender-based violence and harmful practices.
In response to the organization’s global agenda, the UNFPA Georgia Country Office contributes to the development of a gender-sensitive policy and regulatory frameworks for the elimination of gender discrimination and harmful practices, aligned with international human rights standards, reinforces capacities of stakeholders for implementation, including those in health, education and youth sectors and civil society organizations; and it will strengthen partnerships for increasing awareness among men, women and girls for changing gender-biased social norms. This will help to empower women and girls, especially those left behind, so that they are better protected from gender-based violence and discrimination, and can make their own informed decisions regarding sexual and reproductive health and rights. Under this component, UNFPA will contribute to joint output 1.3 and the respective UNSDCF outcome 1; and outcomes 1 and 3 of UNFPA Strategic Plan, 2018-2021.
Job Purpose:
Working within a large and complex Country Office (CO) environment, the incumbent will be responsible for the following outcomes.
You would be responsible to:
I. Lead the Gender Portfolio for the UNFPA Georgia Country Office which will entail the following responsibilities:
- Contributing to the design and implementation of the country program in line with Government priorities and according to UNFPA programme policies and procedures.
- Analyzing and interpreting the political, social, and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention.
- Assessing implications of new policy developments and strategies in Georgia and providing advice on the integration of gender lenses per UNFPA and ICPD mandate in different programmatic directions.
- Coordinating the donor-funded projects under the Gender Portfolio ensuring synergy and holistic achievement of the UNFPA mandate and managing the gender portfolio project leads.
- Supporting the advocacy and resource mobilization strategy of the CO, by ensuring the preparation of relevant documentation, i.e. project proposals summaries, conference papers, speeches, and donor profiles, and participating in related meetings and public events.
- Acting as a spokesperson of the UNFPA CO Georgia on matters related to the gender equality mandate, as designated by the Head of Office.
- Acting as an active member of the UNCT Gender Theme Group to advocate for issues within the UNFPA mandate, develop strategic partnerships with UN agencies to enhance UN coordination, and strengthen the overall UN agencies’ performance on gender equality by mainstreaming gender into all key policies and programmes.
- Performing any other relevant tasks as requested by the HoO and/or Country Director to ensure the smooth operation of the UNFPA mandate in the country.
II. Implement the UN Joint Program for Gender Equality (UNJP4GE) funded by the Government of Sweden which will entail the following responsibilities:
- Providing direct managerial support to the UNFPA component of the Government of Sweden, funding the UN Joint Programme for Gender Equality.
- Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning and supporting the training needs of project personnel.
- Analyzing policy papers, strategy documents, and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
- Establishing collaborative relationships with executing agencies, experts, government counterparts, and other UN agencies to facilitate timely and efficient delivery of project inputs.
- Ensuring reporting to the donor on the programmatic and financial implementation of the project.
- Managing the implementing partners under the UNJP4GE and collaborating with them to identify the programmatic directions.
- Ensuring appropriate monitoring and oversight mechanisms and systems are established and implemented.
Any other relevant tasks as requested by the Head of Office and or Country Director.
Qualifications and Experience:
Education:
Master’s degree in gender studies, social sciences, health, population, demography, law and/or other related social science fields.
Knowledge and Experience:
- Two years professional experience in the field of development, with experience in programme/ project management, preferably in the area of gender equality is required.
- Practical experience in design, management, monitoring, and evaluation of gender and human rights projects.
- Proven track record, practical experience, and knowledge in promoting gender and human rights issues.
- Proven track record of working with the national and sub-national government, civil society organizations, and donor community.
- Familiarity with UN procedures and working methods, particularly with UNFPA agenda, policies and procedures is an asset.
- Proven knowledge in the Project Management is an asset.
- Experience in using office software packages and web-based management systems required.
Languages:
Fluency in both written and spoken English and Georgian is required.
