Under the overall authority of the Assistant-Director General for Education (ADG/ED), the authority of the Director of the UNESCO Regional Office for Central America, Mexico and Colombia (Representation for Colombia, Costa Rica, El Salvador, Honduras, Nicaragua, and Panama) and of the direct supervision of the Education Specialist, the incumbent will contribute to lead the participation of UNESCO in an education project on violence prevention in El Salvador through contributing to the technical and financial coordination and implementation of one of its components related to furthering innovative pedagogies, and the strengthening of schools governance and of students´ wellbeing, leadership and participation.
Within the coordination of the project, the incumbent will:
The incumbent will work as part of the inter-disciplinary team in the UNESCO San Jose Office within the Education sector and the others sectors (Natural Sciences, Social and Human Sciences, Culture, Communication and Information), and in line with technical guidance from Education Programme Divisions at UNESCO Headquarters and the region. As part of the project implementation, the project officer will also ensure synergies with on -going education and inter-sectoral work of UNESCO in El Salvador, and will closely coordinate with United Nations System Coordination in El Salvador, considering the contributions of the project to be implemented to the main activities, outputs and outcomes to the United Nations Sustainable Development Cooperation Framework (UNSDCF).
Education
• Advanced university degree (Masters or equivalent) in education, social sciences or in another related field.
Work Experience
• Minimum 4 (four) years of relevant work experience in the field of education in El Salvador.
• Minimum 4 (four) years of experience in designing, coordinating, implementing, monitoring and evaluating projects in El Salvador in the aforementioned thematic areas, preferably at, or in coordination with governmental institutions.
• Experience in the development, reviewing and/or strengthening of education policies, programmes or initiatives, in particular in one or more of the following fields: teacher professional development, curriculum development, education planning and monitoring, education finance, inclusive and equitable education, gender equity, and related fields.
• Experience in coordinating inter-institutional platforms/ or programmes specially with governmental bodies.
• Experience in creating and managing partnerships, advocacy and resource mobilization.
Skills and competencies
• Excellent knowledge of project implementation and monitoring skills.
• Excellent knowledge of the Salvadorian education landscape and relevant education issues.
• Very good knowledge of national experiences implementing civic, citizenship and peace education programmes.
• Excellent oral and written communications skills, including the ability to draft and concisely, paying close attention to quality of work and details.
• Excellent ability to build, maintain, and enhance working relationships with national/local authorities, research institutions, academia, relevant non-governmental and inter-governmental organizations, civil society, UN System (other UN Organizations and Resident Coordinator Office), donors, cooperation agencies and other key stakeholders.
• Very good ability to review and provide feedback to technical documents in relevant fields.
• Strong analytical and problem-solving skills, discretion and maturity of judgement
• Very good IT sills including good knowledge of standard office software.
Languages
• Excellent knowledge written and spoken of Spanish and very good knowledge of English.
Education
• Advanced university degree (PHD or equivalent) in the field of education, lifelong learning, social sciences, or related fields.
Work experience
• Experience in the development (design and delivery) of continuous and initial teacher education initiatives.
• Experience in the development of initiatives related to peace education, human rights education, civic and citizenship education, or related fields.
• Experience in promoting students´ participation in formal school instances and in relationship with the surrounding communities.
• Experience in the implementation of school-based projects using the whole institutional approach.
• Experience in strengthening school governance bodies.
• Experience within the UN System or similar international organizations in the field of Education at country/regional levels.
Skills/Competences
• Ability to take initiative, stablish priorities, coordinate and monitor own work plan.
• Results oriented approach to complete assign tasks.
• Ability to work efficiently under pressure and in a multitasking manner, respecting tight deadlines and delivering on the standards required.
Languages
• Knowledge of other official language of UNESCO (Arabic, Chinese, French, and Russian)
UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximated annual salary is USD 42, 937.
