The Regional Support Team for Eastern and Southern Africa (RST ESA) provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes, and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the RST ESA promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.Main tasks and Responsibilities of the Position:
Under the overall guidance of the Regional Director and direct supervision of Regional Programme Adviser-UBRAF/KM, the Programme Officer has the following key responsibilities:
1. Coordination of UN Joint Programme and UN Joint Team
-Support Coordination of Unified Budget, Results and Accountability Framework (UBRAF) in the ESA region.
-Support coordination of 2gether 4SRHR Programme including their planning, implementation, monitoring, and reporting. Participate in regular meetings of the regional mechanism and track the implementation status of the joint programme.
-Draft strategies in supporting the countries through technical coordination through relevant platforms for relevant populations.
-Communicate effectively with countries and agencies in identifying and addressing specific needs and issues.
-Organize regional meetings on relevant thematic areas for technical and political consultations with stakeholders as required by the regional team.
-Draft TOR, Concept note, reports, meeting notes and compilation of relevant information for supporting the countries and RST team.

2. Support to Programme implementation, monitoring, and reporting (prevention, treatment, gender equality, and Financing)
-Gather and synthesize information and knowledge to develop plans, periodic reports, and various relevant materials at regional and country levels to inform programming.
-Support regional programme team leaders for follow-up actions with countries and partners.
-Keep track of the implementation of the regional strategy on AIDS in collaboration with relevant team leaders and joint team members.
-Organize periodic joint calls with Country Joint Teams to ensure timeliness and quality of the joint plan implementation in collaboration with RATESA country Focal Persons.

3. Knowledge Management:
-Identify catalytic case studies from countries and regional level and facilitate their documentation and dissemination.
-Organize knowledge management activities with RATESA to continue learning and knowledge sharing e.g., webinar, community of practice and others as relevant.
-Support the joint team members and RST programme teams for developing knowledge products e.g., briefing notes, fact sheets, process documents, and other tools, disseminate and monitor their utilization.
-Compile regional knowledge products and offer innovative ways of knowledge sharing for maximizing their uptake.

4. Perform any other task as assigned.
REQUIRED QUALIFICATIONS Education:
Essential: Advanced university degree at Master´s level or equivalent in health, social science, communications science, or another related field. A first university degree and 4 years of relevant working experience will be considered as equivalent for internal candidates only.

Experience:
Essential:
At least 2 years of relevant working experience in health programmes and demonstrated experience in coordination of diverse and complex teams.
Desirable: Experience in coordinating human rights, HIV, knowledge management programmes in the UN system.Languages:
