Duties and Responsibilities
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.
This consultancy position is based in Aden, Yemen. The consultant will work directly under the Deputy Chief of the Office for the Arab States (ROAS) located in Cairo. The job is opened for candidates who are nationals of Yemen or have a valid residency for the duration of the assignment.
Duties and Responsibilities
Within limits of delegated authority and under the supervision of the Deputy Chief of UNDRR Regional Office for Arab States, the Consultant / National Project Coordinator will be responsible for coordinating the implementation of the “Strengthening prevention measures to build resilience in Yemen and Lebanon” project in Yemen.
Throughout the duration of this consultancy, the National Project Coordinator will work closely with the National Sendai Framework Focal Point within the Government of Yemen in Aden, the UNDRR ROAS, the International Consultant and the implementing partner institution to ensure efficient and effective implementation of project activities. More specifically, the National Project Coordinator will carry out the following duties:
1. Coordinate all project-related activities and monitor progress as per the project action plan.
2. Follow-up and ensure that activities are implemented in an effective and timely manner.
3. Initiate and maintain effective dialogue with all concerned government institutions, stakeholders and implementing partners at the national level.
4. Facilitate consultations between the national government, stakeholder groups and implementing partners.
5. Participate in all relevant meetings, consultations, workshops, and training activities planned and organized under the project.
6. Develop monthly updates on activities and submit to UNDRR-Regional Office for Arab States.
7. Identify project opportunities, challenges and contribute to the refinement and adjustment of the project timeline, where necessary and under the supervision of UNDRR-ROAS.
8. Ensure project best practices and lessons learned are captured and disseminated, complying with the quality requirements of UNDRR.
Qualifications/special skills
• Master or equivalent in business administration, public administration, economics, social sciences, statistics, disaster management or related field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At Least 5 years of work experience in managing development and/or humanitarian programmes is required.
• Previous experience in coordinating development and/or humanitarian project implementation with multiple stakeholders and governmental and non-governmental institutions is required.
• Experience in policy and strategy design, disaster risk reduction legislation, capacity building, and stakeholder engagement is desirable.
• Previous experience in working with the UN or international organizations is desirable.
Experience in the Sendai Framework for Disaster Risk Reduction and other post-2015 global frameworks is desirable.
Languages
• Fluency in English and Arabic (both oral and written) is required.
