IOM in South Sudan has a broad range of Programming centered around three broad areas: Humanitarian Coordination and Support; Humanitarian Response and Resilience; and Peacebuilding, Transition, and Development. Humanitarian Coordination and Support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and Management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services. Humanitarian Response and Resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Gender Equality and Inclusion, Mental Health and Psychosocial Support and the Management of a Rapid Response Fund.
Under Peacebuilding, Transition and Development, IOM South Sudan implements programming on Housing, Land and Property Page Issues, Transition and Recovery, Transhumance Conflict Prevention, Community-based Violence Reduction, Community Development and Migration Management.
The position is to support IOM non-specialized sectors design and implementation of activities adheres to survivor-centered approach; as well as ensuring inclusion of different ages, genders, people with disabilities and other socially marginalized groups and whatever response is informed by a protection and gender analysis.
IOM is the principal inter-governmental organization working in the field of migration. IOM’s mission is to promote humane and orderly migration by providing services and advice to governments and migrants.
Present in Southern Sudan since 2004, IOM has 8 offices across 6 states and employs over 340 staff. IOM currently implements a range of humanitarian assistance, transition and recovery, border management and migration health initiatives in South Sudan, in co-operation with government and humanitarian partners as well as local communities. IOM has capacities in conflict analysis as well as monitoring of forced displacement/population movement, expertise in community engagement, and service delivery across the humanitarian-development continuum.
South Sudan is in a critical transition period. Following the signing of the Revitalized Agreement for the Resolution of Conflict in South Sudan (R-ARCSS) on 12 September 2018, and the more recent formation of the transitional government, the country is facing an unprecedented opportunity to start to recover from the effects of protracted conflict and humanitarian crisis. The ceasefire has been tenuously holding in most parts of the country, allowing previously displaced populations to return home. Towns that had been devastated by previous waves of fighting started to witness renewed activity, raising hopes for development and growth in the aftermath of years of war.
It is against this backdrop that IOM implements the Enhancing Community Resilience Project (ECRP) that seeks to address an immediate need for basic services in selected areas of the country and strengthen local institution’s capacity to manage inter-communal tensions, improve access to resources and deliver on the dividends that the R-ARCSS supplies.
IOM supports the establishment of local community institutions and build community- based infrastructure subprojects. IOM engages the local communities and ensures that decision-making processes comport with standards and best practices for community driven development. The ECRP started in 2020 and its second phase will continue through 2027.
Under the overall supervision of the Program Manager(ECRP), and the direct supervision of the Project Officer (Technical Infrastructure), and in coordination with field teams, the successful candidate will be responsible and accountable for planning, organizing and implementing construction projects under various programs of the IOM Enhancing Community Resilience and Local Governance Project.
In this context the incumbent will plan preconstruction activities and direct site assement teams for the identification of suitable projects , preparing drawings and BoQ’s and preparing tender documents and support tendering and awarding of contracts. Further the incumbent will do the implementation monitoring work as per the guidance of the Project Officer Tech Infra/ Rowing Engineer and engage in post construction monitoring activites.
Preconstruction support
In coordination with field teams including community engagement team, make arrangements for the deployment of Engineers for the project selection meetings at Boma, Payam and County levels including giving necessary training to the field teams to engage in such activities and perform their duties to the highest standards.
Work with site assesment teams for the proper assessment of the selected sites for the technical, environmental and financial feasibilities and support validation process.
Guide site assesment teams for the preparation of technical construction documents such as Drawings, BoQ’s, Technical Specifications, QAQC plans, HSE plan & MTPs etc. Conduct necessary checks/verifications for the accuracy of such documents and recommend those to the Project Officer ( Technical Infrastructure) for the approval.
Raise PRs for infrastructure works and direct Program Assistants (Technical Infrastructure) for the submission of PRF for selected projects and to follow-up the whole procurement process including tendering, evaluation and awarding of contracts and to adopt necessary remedial measures if the process is not on the track.
Actively participate in procurement related activities such as, RFQ checking, Prebid meetings, Prebid site visits, bid openings, bid evaluations etc.
Project Implementation
Arrange and conduct project Kickoff meetings for selected projects and give necessary instructions pertaining to commencement of the project , implementation , monitoring , payment valuation and processing, etc.
Guide filed teams to organize Project Induction meetings at the field level and streamline the implementation procedures for the smooth flow of the work.
Arrange and conduct meetings with various stakeholders in the field level as well as Juba level in the aim of implementing infrastructure projects to achieve Organizational goals and sharing meeting minutes for the review.
Analyze any variation order request by contractors , in coordination with the Roving Engineer, including collecting necessary supporting documents and assessing the accuracy and the conformity of the work and do necessary recommendations to the senior management team for the payment.
Conduct joint field visits with relevant field team members to ascertain progress of work, inspection of quality of work and to give necessary instruction to the Field team for the better implementation of the work , to enhance better output at the end of the project cycle.
Do the inspection of projects where necessary or analyze part/ final inspection reports submitted by the fild teams and ascertain the work has been completed to the ultimate satisfaction of the organization and recommend the management for the releasing of payments.
If any drastic delays in the construction activities are noted or poor quality of work are noted, make aware Construction Officer (Technical Infrastructure ) / Roving Engineer in this context and arrange meetings with the contractor or issue warning letters to the contractor in coordination with the procurement team.
Prepare and issue meeting minutes pertaining to progress review meetings conducted with contractors.
Do post construction monitoring including handing over, defect rectification, sustainability, releasing of retention and take remedial measures if any discrepancies are noted.
Perform any other duties as may be assigned by the direct supervisor.
