OVERVIEW OF THE FUNCTIONS OF THE POST

The Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) is UNESCO’s first education-related Category I institute in Asia and the Pacific region towards the development and promotion of new approaches to education for a more peaceful and sustainable world. The Institute aims to contribute to the conceptualization, design, and formulation of regional and sub-regional strategies in education for peace and sustainable development, through South-South and triangular North-South-South cooperation.

At present the voluntary contribution from the Government of India is the main source of funding for the UNESCO MGIEP. To ensure the institute’s financial sustainability and scalability in future, expanding the fund base and forging new partnerships is crucial. The critical nature of the job demands a highly competitive and experienced subject matter expert.

Under the overall guidance and direct supervision of the Director of the Institute, and close collaboration with the programme units at UNESCO MGIEP, the National Project Officer (Strategic Partnerships & Resource Mobilization) will develop a resources mobilization strategy for UNESCO MGIEP outlining domestic and global public funds, private sector and CSR funds, UN joint funds and other SDG fund opportunities in addition to bilateral/multilateral donors. S/he will lead the implementation of the strategy including proposal/concept note development and follow-up for successful outcomes for the Institute. S/he will provide strategic advice and authoritative guidance to senior management on systematic monitoring, implementation, and evaluation of the funds mobilized. S/he will apply and play a key role in promoting the principles of results-based management (RBM). The staff will be a member of the senior management group of the Institute.

Duties and Responsibilities of National Project Officer (Strategic Partnership & Resource Mobilization)

Under the direct supervision of the Director of the Institute, the incumbent will serve as the National Project Officer (Strategic Partnerships & Resource Mobilization) and will carry out the following tasks:

  • Lead the development of a detailed Resource Mobilization Strategy for the institute and provide expert advice to the senior management team.
  • Develop a database of potential funding partners with their detailed profiles.
  • Identify and cultivate strategic partnerships with key stakeholders and potential donors, including government agencies, foundations, corporations, academic institutions, and non-profit organizations.
  • Establish and maintain strong relationships with existing partners, ensuring ongoing engagement and collaboration.
  • Carry out analysis of various resource mobilization and partnership models aligned to UNESCO and the global research institutes and identify project development concepts for engagement with potential partners in fundraising priority areas.
  • Research and analyse donors’ calls for funding applications including expressions of interest and requests for proposals and provide expert advice in the development and submission of applications and proposals.
  • Lead in mobilizing funding opportunities for joint programmes developed in partnership with other UN agencies and leaders in the development of joint proposals.

Long Description

  • Formulate and coordinate partnership and UN-to-UN agreements and follow up with the funding agencies in collaboration with headquarters. Prepare briefings and information notes for management on issues that are considered important for programming and resource mobilization.
  • Lead the quality assurance including layout, editing, and formatting, and checking the completeness of funding proposals including the risk analysis, proposed budget, visibility of donor and reporting agreements, etc.
  • Support the Director and project teams with the development of a set of compelling communication assets such as fact sheets, a Standard slide presentation, etc., that can be customized easily for different donors.
  • Overall responsibility to organize and implement agreed donor visits, in collaboration with the relevant programme colleagues and in coordination with the Education sector, Bureau of Strategic Planning.
  • Coordinate with finance and administration teams to ensure proper financial management, tracking, and reporting of funds received from various sources.
  • Perform other relevant duties as assigned by the Director of the Office.
  • Work closely with the resource mobilization office and officers at UNESCO headquarters to ensure alignment and support from UNESCO.

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (Master’s or equivalent) in economics, international relations, business management, political sciences, development studies or closely related field(s). A first-level degree in the aforementioned fields in combination with additional two year’s of qualifying experience may be accepted in lieu of the advanced degree.

Work Experience

  • Minimum of 4 years of relevant professional work experience in building and/or strengthening partnerships, resource mobilization, and business development in the United Nations at national level, or within government departments, international development institutions, or private institutions.
  • Experience in resource mobilization, writing funding proposals, and developing project design documents.
  • Experience in result-based management.

Languages

  • Excellent knowledge (written and spoken) of English and good knowledge of Hindi.

DESIRABLE QUALIFICATIONS

Education

  • Specific studies on resource mobilization.
  • Training in donor intelligence, proposal writing, and Project Cycle Management.

Work Experience

  • Experience in resource mobilization and business development at international level.
  • Experience in Corporate Social Responsibility (CSR) funding and excellent understanding of CSR laws.

Languages

  • Working knowledge of another UNESCO official language (French, Arabic, Chinese, Russian, and Spanish).

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate Net Pensionable annual starting salary for this post is INR 3,645,296, subject to deduction of pension, medical insurance etc.
